About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Leavenworth, Kansas.
Duties
Operates in both a proactive and a reactive troubleshooting work center environment for the command.
Supports desktop systems on unclassified networks to provide support to customers.
Assists in the design and justification of any necessary augmentations to the various desktop applications and operating systems to adjust equipment to command needs.
Prepares evaluations and impact statements for proposed changes for presentation to higher level decision makers.
Makes recommendations and/or system modifications to preclude problem recurrence.
Assists in the development of business solutions using standardized applications for the organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The employee must obtain and maintain a Secret clearance.
- 10% Travel may be required to attend training, conferences, and other mission requirements.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. The employee may be required to work overtime.
- Must possess a valid motor vehicle driver’s license.
- Lifting and moving computer equipment weighing up to 40 pounds may be required.
- The employee is required to pass a pre-employment physical examination prior to entry on duty and annually thereafter.
- IAW with DoD Publication 8570.01-M, Information Assurance Workforce Improvement Program, 19 Dec 2005 (Incorporating Change 1, 15 May 2008), this position is designated as an IAT-I.
- Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification outlined in DoD Publication 8570.01-M.
- Personnel assigned to this position must obtain the appropriate certification within six months of being assigned. Failure to satisfactory obtain and/or maintain updated certifications IAW publication listed are grounds for termination.
- This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.

To Qualify for the Information Technology Specialist (Customer Support) GG-2210-09 Positions:
To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by providing advanced technical support to end-users or other technicians; diagnosing and resolving complex computer hardware or software application problems; and makes recommendations and/or system modifications to preclude problem recurrence.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, two full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
To Qualify for the Information Technology Specialist (Customer Support) GG-2210-11 Positions:
To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by assisting customers with installing, configuring, troubleshooting desktop systems, printers, commercial off the-shelf software, local area network communication support, and resolving problem in accordance with established procedures to keep customer systems working properly; maintaining problem tracking resolution databases to keep customer hardware and software working; troubleshooting a wide variety of computer software products, desktop applications, desktop operating systems and peripheral devices for the command.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
The specialized experience must include for the 09 and 11 position, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work independently that rarely requires editing or review by others.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions, or complaints and providing support and guidance to customers on non-routine issues; serving as a primary resource for customers, requesting assistance with complex issues when necessary; and participating in meetings and providing advice to customers in own area of expertise.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: expressing facts and ideas in a clear, concise, convincing, and organized manner; clearly conveying moderately complex ideas, concepts, and information to customers; exhibiting active listening by demonstrating understanding of audience comments and/or questions.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives; recognizing and taking action to address non-routine problems; soliciting feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions; seeking supervisory review where appropriate.
