About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Leavenworth, KS .

Duties

Responsible for the overall management, control, coordination, and execution of projects and programs within the region. Provide staff guidance and direction to maintain excellence in day-to-day operations across the region. Implement decisions, guidance, laws, regulations, and policy in the development and support of the IT initiatives, programs, and project. Analyze benefits and costs of accomplishing work in-house versus contracting; recommends whether to contract. Identifies technology opportunities that will have a significant effect on the ability to support the customer base and perform the mission. Serve as the Director for the Fort Leavenworth Network Enterprise Center (NEC).

Requirements

• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
• Three-year probationary period may be required.
• Temporary Duty (TDY) business travel is required approximately 25% of the time.
• Incumbent must sign statement acknowledging this is an Excepted Service position that does not confer competitive status.
• Overtime and shift work may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
• This position is subject to a pre-employment screening, and random testing thereafter.
• This position requires pre-employment financial disclosure and annually thereafter.
• This position is supervisory, and a one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirement for Supervisory IT Specialist (Policy and Planning): To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by managing, operating and implementation of all work carried out within the organization; understand Army cyber security standards, Wide/Area Networks, Army's IT Portfolo Services; knowledgeable on practices, policies, and procedures; directly managing and supervising workforce personnel. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
