About the Position: Serves as a technical expert for the Combined Arms Center (CAC) G-6 Business Office.

Duties

As an IT Specialist (Policy and Planning), you will perform the following duties which is not an all-inclusive list: Lead for acquisition of services involving the C4IM service areas (automation, telecommunications, visual information, records management and printing and publications). Conducts research to develop specifications, justifications, and economic analyses in support of acquisitions. Manages and oversees project execution to include systems development, technical plan development, systems analysis, technical design, testing, and introduction into a production environment. Defines customer requirements and service levels and develops task orders to accurately fund these requirements and services. Acts as Contracting Officer’s Representative (COR) providing leadership direction and management oversight to contracted CAC G-6 IT support. Prepares solicitation packages (to include Statements of Work, Technical Evaluation Criteria, bid schedules, etc.) for contracts and tracks acquisition actions through all stages of the acquisition process. Responsible for reviewing solicitation package to ensure technical accuracy and legal sufficiency, technical specifications for bid solicitations, and vendor compliance with contract provisions. Develops statement of work or project specification, along with corresponding plans, schedule and milestones for assigned technology projects.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent must be able to obtain and maintain a Secret security clearance.
  • This position requires the incumbent to obtain the Contracting Officer’s Representative (COR) certification within 6 months of hire.
  • As part of the Information Assurance Workforce this position is designated an Information Assurance Management Level II in accordance with DoD 8570.01-M. This position requires the incumbent to obtain Baseline Certification within six months of hire.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
