You will serve as a PROGRAM MANAGER (SETA/SPeD) in the DON, Deputy Under Secretary of the Navy (DUSN), Intelligence and Security Directorate of DEPUTY UNDER SECRETARY OF THE NAVY.
Duties
You will serve as a Program Manager for the Department of the Navy Security Enterprise (DON SE) Business Operations Division and be responsible for the management of the DON’s training and professionalization programs and efforts.
You will provide administrative directions and professionalization program goals and broadly defined program objectives and budget limitations.
You will be responsible for ensuring the planning, designing and execution of Security Education, Training and Awareness (SETA) and security professionalization programs, projects, studies, or other works.
You will perform short and long-rang planning to maximize infrastructure effectiveness and annual goals and measures based on objectives and specific guidance provided by DUSN leadership.
You will serve as the Department of the Navy Program Manager for the Department of Defense-mandated Security Professional Education Development (SPeD) Program.
You will be responsible for planning, developing, organizing, directing, and administering the DON’s SPeD program, a nationally accredited workforce certification developed by and for the DoD security community.
You will provide program policy guidance at the Secretary of the Navy staff level and prepare estimates of impact of adoption on legislation in relation to DON security policy and procedures that affect the DON security workforce.
You will prepare DON policy governing the security, dissemination, and use of SETA within the DON, and to DoD and non-DoD components receiving SETA security support.
You will represent the DON and promotes civilian career management goals at Policy Council meetings and other formal panel or committee meetings.
You will function as an advisor and assistant, coordinator, and liaison for all facilities related issues within the office.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain a Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- A non-disclosure agreement must be signed.
- This position may require travel (15%) from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying security program requirements and completing security program goals and objectives, working with operational events and milestones, and applying methods of evaluating the effectiveness of the program;
Applying analytical and evaluative methods to accurately assess information;
Planning, designing, and executing Security Education, Training and Awareness and security professionalization programs, projects, studies, or other works; and
Experience working with manpower and personnel management and applying civilian personnel regulations and human resource practices.
