This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Refugee Resettlement (ORR), Unaccompanied Children's Program, UC Policy, located in Washington, District of Columbia.
Duties
The incumbent demonstrates both oral and written communication skills to establish and maintain effective working relationships, articulate key issues and concerns, and brief internal stakeholders.
The incumbent utilizes knowledge of restorative justice and problem-solving approaches to address legal or administrative disputes.
The incumbent demonstrates expertise in issues related child welfare, juvenile justice, administrative processes, and complex civil litigation.

Qualifications
Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.
Basic Requirement: You must meet one of the items listed below (A, B, or C):
A. Possess a 4-year bachelor's or higher degree in behavioral or social science from an accredited college or university; or related disciplines appropriate to the position. (Must provide transcripts)
B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript)
C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Minimum Qualifications:
GS-13: You must possess at least one year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:
Providing support for civil litigation (i.e. liaison with legal professionals, assisting non-legal professionals in understanding civil litigation);
Facilitating administrative hearings and/or mediation that involve children;
Developing policies/procedures regarding child welfare, juvenile justice or unaccompanied children;
Utilizing standards for the treatment of unaccompanied children (i.e. standards for health care services, Flores Settlement Agreement, Violence Against Women Act (VAWA) of 2013, Trafficking Victims Protection Reauthorization Act of 2008 (TVPRA)).
