You will serve as a SUPERVISORY ENVIRONMENTAL ENGINEER (WATER SYSTEMS/WASTEWATER) in the Environmental Compliance Division, Environmental, Department at the of NAVAL FACILITIES ENG COMMAND HAWAII.

Duties

You will partner with EV Division Leaders to support process improvement and community management. You will manage the Safe Drinking Water Act and Clean Water Act programs for the NAVFAC Hawaii Area of Responsibility. You will serve as the first line supervisor to the Water/Wastewater Compliance Branch at NAVFAC Hawaii in the areas of drinking water, wastewater, and storm water. You will assign work, set priorities and deadlines, and ensure work is performed and completed within established deadlines. You will oversee project development and manage execution of CNIC and reimbursable projects including in-house and contract actions. You will foster good working relationships within the EV team, with other personnel, higher level officials in the organization, and external regulatory agency representatives. You will resolve complaints, effect minor disciplinary measures, develop performance standards, evaluate work accomplishments, prepare performance ratings, and identify training needs.

Qualifications

FOR THE 0819 ONLY: This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0819 series. Your license must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing program priorities, instructions and guidelines for component/command environmental compliance programs, including drinking water, wastewater, and storm water; 2) Conducting internal environmental compliance audits of installations; 3) Developing and implementing Plan of Action and Milestones to resolve compliance findings or violations; 4) Serving as Contracting Officers Representative on task orders; and 5) Managing and executing requirements for Environmental Compliance programs, such as, Clean Water Act, NPDES, and Safe Drinking Water Act. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
