This position is in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Office of People Science (OPS), Human Resources (HR), Awards and Performance. The incumbent serves as a supervisor and senior staff member and is responsible for providing technical advice and assistance in the assigned HR program areas to all levels of management within the agency. The incumbent is responsible for ensuring the development, execution, evaluation, and oversight of the complex HR Awards and Performance programs. The incumbent plans and carries out complete projects involving a specific HR area or broader areas and conducts studies to resolve controversial issues or problems at the national level. The incumbent serves as an Associate Director and advisor and has full technical authority for projects, studies, policy development, advisory services, and operational consistency in all HR areas.
Major Duties:
Establishes performance standards, ensures equity in performance standards developed by subordinates, and evaluates subordinates' performance.
Provides expert technical advice and assistance to all levels of management within the agency on complex HR issues or problems impacting the workforce.
Evaluates the overall effectiveness of the operation in terms of mission accomplishment; quality and quantity standards met; procedural, policy, and regulatory compliance; and technical competence.
Revises assignments or details employees to other duties as necessary to meet changing work situations, deadlines, or priorities.
Plans and drafts human resources management policies and guides to meet the needs and goals of the agency for use by HR and Service organizations across the organization.
Plans and carries out projects and studies to identify and resolve problems and responsible for the implementation of effective programs related to the Awards and Performance program areas.
Provides technical advice, assistance, and consultation to customers (face-to-face and telephonically) on a broad range of ongoing cases, problems, and policy questions involving subject matters relating principally to functional area.
Researches HR laws, policies, regulations and reference materials, analyzes information, selects appropriate approach and recommends corrective action.
Analyzes HR programs to determine appropriate improvements, amendments, changes and needs of the agency.
Work Schedule: Monday- Friday, 8:00 a.m.-4:30 p.m.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: researching performance awards, policies, regulations and reference materials; providing technical advice, assistance, and consultation to customers on a broad range of ongoing cases, problems, and policy questions involving subject matters relating to performance and awards; reviewing performance award submissions to ensure proper justification is provided; processing personnel actions for awards.

Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: researching performance and awards policies, regulations, and reference materials to analyze information, select appropriate approach and recommend corrective action; providing technical advice and guidance to customers of a variety of complex issues as they relate to employee performance and awards; ensuring performance and award program is in compliance with regulations and policy.
Education
Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
