Duties
Serves as the primary security specialist for DLA Energy and provides security support to subordinate organizations.
Safeguards information, personnel, property, assets, and material from theft, loss, misuse, fraud, disclosure, espionage, and sabotage.
Responsible for developing and implementing security policies and procedures, standards, and training supporting the DLA Energy mission set.
Consults on a myriad of security matters with specialists in various DoD and federal agencies.
Disseminates Emergency Management policy and information, assists with data calls, and identify and maintain an Emergency Management Representative point-of-contact list for all DLA Energy Activities.
Conducts assessments to ensure compliance with DoD security policies; recommends and implements remediation measures against a full spectrum of risks to national security.
Provides management of physical security reviews, anti-terrorism vulnerability assessments of DLA Energy activities, oversight of physical security and site improvement projects.
Formulates resource requirements for the DLA Energy Combating Terrorism (CbT) program and executes centralized budget for counter terrorism program management for DLA Energy locations both CONUS and OCONUS.

Qualifications
To qualify for a Security Specialist your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level,applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Expert knowledge to perform key decision-making and policy-developing responsibilities in difficult assignments such as planning for significantly new or far-reaching security program requirements, or leading or participating as a technical expert in inter-agency study groups for resolving problems in existing security systems and programs.
Comprehensive knowledge of security requirements established in legislation, regulations and practices, and various policy statements pertaining to Personnel, Physical, Industrial, and Information Security, and Insider Threat and their relationship with other security programs.- Experience analyzing the various security concepts and methodologies when overseeing and/or implementing studies to determine action required.
Ability to interpret and analyze legislation and higher-level policy issuances to determine the need for incorporation in evaluation and oversight function.
Experience developing written plans, reports, analyses and assessments; to lead a team consisting of personnel with diverse interests and expertise; and to prepare and present briefings to top level management officials.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands:
The work requires regular and recurring physical exertion. Incumbent engages in such exertions as walking, bending,reaching, crawling and similar activities, including extended seating during travel (air, rail, bus etc). On-site visits to include thoroughly examining activities and industrial areas in a variety of settings. Lifting of moderately heavy objects is required. The work may require some common characteristics and abilities of physical agility and dexterity to work in confined spaces.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
