The incumbent of this position is responsible for support to the Deployed Forces Program at multiple locations throughout the Pacific Southwest Region and assigned naval units while deployed throughout the world. This position is the liaison support to foreign and domestic afloat units assigned to other regions and nations deployed near the eastern seaboard. Incumbent is assigned to the Deployed Forces Support located at Naval Base San Diego.

Duties

Delivers programs to the shipboard community and facilities afloat recreation for commands and command representatives. Provides training to Recreation Service Officers and Fund Custodians through facilitation of the Afloat Recreation Fund Management Course. Provides technical training and guidance in the functional areas of afloat recreation program accounting, auditing, procurement, general program administration, and fund management. The incumbent provides procedural guidance and support for the Afloat Recreation Service Officers and Deployed Forces Coordinators. Incumbent instructs on the following areas: budgeting, general administration, record keeping, policy and evaluation of programs, Library Media Resource Center design, Cinema at Sea Systems, Computerization of records and files, financial management and administration, indoctrination briefs, cardiovascular and fitness area designs. Assists in executing the CNIC Fleet exercise/recreation equipment grant program for the region. Surveys home-ported ships to determine exercise/recreation equipment needs, both short and long terms, cost and complexity range from simple items to highly technical items. Shipboard requirements must be met within the limits of electrical service requirements, height and weight limitations, freight costs and expediency requirements, allocated funding and product availability. Incumbent performs all phases of procurement process to include storage and distribution. Develops and implements the MWR internal control program. Performs inventories, management reviews and vulnerability assessments and is alert to and provide adequate safeguards for MWR assets. Incumbent carries out assigned segments for the MWR Fleet Recreation Management systems including budgeting execution, analysis and inventory as directed. Incumbent ensures that general administration and record keeping, policy interpretation, procurement, using both APF and NAF funds, design of shipboard fitness sources, Library Resource Centers and Cardio/Fitness areas, planning, supervising and evaluating programs, development of computerized records and files, financial management and administration, and indoctrination briefs are in compliance with CNIC and DON standards for the Fleet. Incumbent provides technical, administrative, and programming duties to maintain a successful program. Interprets and implements federal and DOD directives, policies and other directives and informational materials to provide service within applicable operating guidelines. Incumbent works closely with HQ representatives to provide supplies, equipment and funding requirements to ensure satisfactory and safe program operations. Assures an overall sound, economical operation through effective and innovative marketing and efficient use of assigned resources and facilities. Makes recommendations to evaluate improvements necessary for the program. Provide logistical support in distributing Operating and Maintenance, Navy (O&MN) equipment to the fleet. Responsible for ensuring that facilities and equipment are well maintained, safe, cost-effectively operated and performed in order to meet the needs of the varied programs and clientele. Conducts studies to determine the adequacy of present equipment and facilities, develops standards, specifications and criteria for new or revised construction projects. Submits projects through the chain of command for approval and funding assistance. Coordinates with team members as required obtaining personnel, funds, supplies, and equipment to ensure satisfactory operation of command programs. Delivers equipment to afloat units, completing necessary paperwork and Navy forms, and logs all transactions/disbursements into the inventory software. Equipment cost and complexity range from simple items such as softball gloves, basketball, etc., to highly technical items like electronic fitness/recreation equipment. The incumbent contributes towards developing the overall budget and financial goals for the Deployed Forces Program. The incumbent assures that both APF and NAF funds are expended properly and judiciously and within the limits of the established budgetary plans. Submits purchase orders, vouchers, work orders, and contracts as necessary. Establishes and maintains internal controls over all Deployed Forces fitness property, equipment, and supplies. Maintains all property management records and hand receipt files and property location information. Maintains records and files of all aspects of management correspondence. Maintains an up-to-date library of references and resource materials. Develops revisions, amendments and records and directives that are obsolete. Ensures compliance with safety practices promulgated by federal law and Navy safety instructions and regulations established for MWR Deployed Forces Programs and Facilities.

Requirements

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Position has been designated non-critical sensitive. Employment is conditional on the successful completion of an Access National Agency Check (ANACI). Position requires eligibility for a secret clearance.

Qualifications

Knowledge of a very wide range of the principles, concepts, and techniques of recreation such as would be gained through extended study and/or through unusually broad and comprehensive experience in planning and conducting recreation programs which far exceed those of a typical and conventional nature. A minimum of four years of experience and/or education that demonstrates both supervisory and non-supervisory work experience directly related to the duties of this position. This position requires general Navy MWR management/supervisory experience. This knowledge is required in order to effectively and efficiently provide Deployed Forces Recreation support and customer service to the team and patrons of the CNRMA MWR program. Must possess maturity and judgment and be capable of handling emergency situations in dealing with a variety of patrons and headquarters personnel that utilize and support Deployed Forces. Must present a neat, clean appearance and have the ability to communicate effectively both orally and in writing and be able to maintain effective working relationships with individuals and groups in order to operate the program. Must have the ability to perform technical and professional writing including but not limited to; standard operating procedures, team handbooks, application for grants, 5-year plans, base instructions for warehouse, training and recreational programs, submitting reports to higher headquarters, installation publicity e.g. newsletters, information and referral brochures. Must be able to maintain effective knowledge in budgeting of NAF and APF financial management theories and fiscal plans, administration, facility planning, maintenance and public relations, principles of program planning and knowledge of specific computerized instructional development methods and techniques. Experience in dealing with military personnel and understanding military lifestyles in order that the program services can readily adapt to the community which it serves. Must have a comprehensive knowledge of and ability to effectively perform Equal Employment Opportunity (EEO) and Safety and Occupational Health programs pertaining to the program. Knowledge of fundamental information processing methods, practices, and techniques to accomplish limited special projects ad assignments involving development, test, implementation and modification of computer programs and operating procedures. The employee must possess knowledge of data content and output options for a variety of computer program applications. Knowledge of internal controls, procedures, practices and methods in order to implement corrections action plans. Must possess knowledge of the authorized MWR category expenses and their proper application towards the Uniform Funding Management (UFM) standards and practices. Must possess knowledge of exercise equipment suitable for shipboard use and skill in designing shipboard fitness spaces and the dynamic fitness and recreation programming needs and reequipments of the fleet. The incumbent must possess the knowledge and skill to present MWR Briefs, lectures, and formal education programs.

Education

  • Formal education with a four-year baccalaureate (bachelor's) degree from an accredited college or university with a major in recreation administration or physical education or equivalent/related MWR management experience is preferred.
  • Specialized training includes completion of the Afloat Recreation Fund Management Course (ARFMC) and formal qualifications as Course Manager for the ARFMC.
