This position is in Facility Management Service, Boise VA Medical Center Boise, Idaho. The position is that of Air Conditioning Equipment Mechanic. The AC Equipment Mechanic s responsible for the operation, maintenance, and repair of building HVAC/R systems of all types and brands. This is an open continuous announcement. Qualified candidates will be referred to the Selecting Manager approximately every 14 days from the date of posting until the closing date.

Duties

The AC Equipment Mechanic work at this level involves installing, trouble shooting, and repairing, modifying, and relocating equipment on various special-purpose air conditioning units and systems that are frequently modified to provide specific and critical climatic conditions throughout the medical center. The Incumbent must modify and balance various elements of systems that are designed to meet a wide variety of extreme and critical conditions. The incumbent maintains refrigeration equipment in the following areas: canteen, kitchen, laboratories, walk-in freezers, window AC units, refrigerators, ultra-low temperature freezers, and special blood bank refrigeration. The work includes, but is not limited to, correct diagnosis of malfunctions, installation of new equipment, modification of existing equipment, major overhaul of specialized equipment, periodic maintenance of equipment, and may include sheet metal modifications. The AC Equipment Mechanic will insulate pipe and equipment as needed to meet Facilities Maintenance Service (FMS) and industry standards for thermal protection. He/she will repair, test, install, and adjust DDC controls as required. The AC Equipment Mechanic will adjust chemical treatment levels and adjustments as needed. The AC Equipment Mechanic at this level will have a mastery of trade knowledge with comparable skill, and be in possession of a current State of Idaho, Heating, Ventilation, and Air-conditioning (HVAC) Journeyman license and must also have an Environmental Protection Agency (EPA) certified Universal Refrigerant Certification. The AC Equipment Mechanic also performs skilled tasks such as maintenance, repair, and modification of a variety of systems associated with the Heating, Ventilation, Air Conditioning, and Steam systems. The incumbent fabricates, repairs, or replaces precise instrumentation, direct digital controls, fans, pumps, thermostats, humidistats, electric motors, AC compressors, valves, gauges, pneumatic equipment, and pneumatic controls. The employee is responsible for testing open and closed loop HVAC cooling systems and Geothermal heating systems for leaks and proper/safe operation. Work Schedule: Sunday-Thursday, 2:30pm to 12:00am, Tuesday-Saturday, 2:30pm to 12:00am Position Description Title/PD#: Air Conditioning Equipment Mechanic/PD60495A Physical Requirements: The AC Equipment Mechanic performs normal tasks requiring moderate physical exertion, including frequent medium lifting (up to 30 pounds), pushing, pulling, carrying, climbing, bending, stooping, crawling, and negotiating confined spaces. Heavy lifting (over 50 pounds) and strenuous exertion is occasionally required. The employee must be able to distinguish colors. The AC Equipment Mechanic may be required to make repairs and installations from ladders, scaffolding, under buildings, small, tight places, manholes, and where the systems and equipment are in hard to reach places. This requires the incumbent to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions for prolonged periods. The AC Equipment Mechanic must be able to maintain intense concentration for long periods of time.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - A Selective Placement Factor (SPF) has been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration. The incumbent must be fully capable of refrigerant handling, logging, recover, and installation as a prerequisite to the Environmental Protection Agency's Universal Refrigerant License requirements for the AC Controls Mechanic, who is responsible for governing the use of hydro-carbons. The SPF for this position is: EPA Certification Types I, II and III or a Universal Certification and a State of Idaho issued HVAC/R Journeyman's License. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, the ability to do the work of a Air Conditioning Equipment Mechanic without more than normal supervision. Examples include: Working independently as a journeyman in the installation, operation, repair and maintenance of the more difficult and complex tasks of refrigeration and air conditioning trade; Installing, troubleshooting, performing preventative maintenance and repairing HVAC / Refrigeration equipment and controls; and Using tools, equipment and materials used in HVAC / Refrigeration and exhaust systems. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
