This position is in Facility Management Service (FMS,) Boise VA Medical Center, Boise, Idaho. The Air Conditioning Equipment Mechanic Work Leader reports to the HVAC-R/DDC Shop Supervisor, of the Operations section of Facilities Operations, Construction and Maintenance segment of FMS.
Duties
The Air Conditioning Equipment Mechanic Work Leader will lead the work and set the pace for installing, trouble shooting, and repairing, modifying, and relocating equipment on various special purpose air conditioning units and systems that are frequently modified to provide specific and critical climatic conditions throughout the medical center, including Research in laboratories. The Incumbent will lead a team of no less than three craftsmen made up of:

AC Equipment Mechanics WG-10
Maintenance Mechanics WG-10
Maintenance Workers WG-7/8
The incumbent will lead, guide, and set the work pace to modify and balance various elements of systems that are designed to meet a wide variety of extreme and critical conditions. The Air Conditioning (AC) Equipment Mechanic Work Leader leads the installation and repair of air conditioning systems for hospital buildings, outpatient buildings, office buildings, and laboratories. The incumbent also leads the maintenance of refrigeration in the following areas: canteen style kitchens and delis, commercial kitchens for hospitals, laboratories for urgent and non-urgent patient care, research laboratories, walk-in freezers, window AC units, refrigerators, ultra-low temperature freezers, and special blood bank refrigeration. The work includes, but is not limited to, correct diagnosis of malfunctions, installation of new equipment, modification of existing equipment, major overhaul of specialized equipment, periodic maintenance of equipment, and may include sheet metal modifications. The AC Equipment Mechanic Work Leader's team will insulate pipe and equipment as needed to meet Facilities Maintenance Service (FMS) and industry standards for thermal protection. They will repair, test, install, and adjust Electronic Industrial controls and DDC controls as required. The AC Equipment Mechanic Work Leader will adjust chemical treatment levels and adjust as needed. The AC Equipment Mechanic Work Leader at this level will have a mastery of trade knowledge with comparable skill and be in possession of a current State of Idaho, Heating, Ventilation, and Air conditioning (HVAC) Journeyman license and State of Idaho Low Voltage Electrical license or equivalent. He/she must also have an Environmental Protection Agency (EPA) certified Universal Refrigerant Certification. The AC Equipment Mechanic Work Leader and his or her team also performs skilled tasks such as maintenance, repair, and modification of a variety of systems associated with the Heating, Ventilation, Air Conditioning, and Steam systems. The incumbent repairs or replaces fans, pumps, thermostats, humidistats, electric motors, AC compressors, valves, gauges, pneumatic equipment, and DDC controls. The employee is responsible for testing open and closed loop systems for leaks and proper/safe operation. The incumbent may be required to travel between CBOCs ranging upward of 524 miles between Salmon, Idaho and Burns, Oregon.

Physical Requirements: The AC Equipment Mechanic Work Leader performs normal tasks requiring moderate physical
exertion, including frequent medium lifting (up to 50 pounds), pushing, pulling, carrying, climbing, bending, stooping, crawling, and negotiating confined spaces. Heavy lifting (over 50 pounds) and strenuous exertion is occasionally necessary. The incumbent will require the ability to work in a variety of work sites, including, roofs, scaffolds, crawl spaces, ladders, etc. The employee must be able to distinguish colors. The employee is standing or walking most of the time.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The ability to Instruct staff and applying the necessary skills and techniques required to accomplish all aspects of the HVAC-R/DDC shop supervisor. Related experience includes working as a journeyman in the installation, operation, repair and maintenance of refrigeration and air conditioning equipment; knowledgeable in the principles and theories of air conditioning, refrigeration and heat
transfer; able to select, maintain and safely use the tools, measuring equipment, testing devices and instruments related to the heating, ventilation, air condition and refrigeration (HVAC/R) trade; repair, replace install, and test various HVAC/R equipment and/or systems; able to read from blue prints and diagrams when performing tasks.

WORK CONDITIONS: The working conditions vary with the environment. It may be inside or outside, and is usually dirty, dusty, greasy, and may be in inclement weather. The incumbent is continually exposed to the open flame of torches used to cut, braze, and solder pipe. Electrical shock is a real and present danger in the performance of this job. The incumbent may be assigned to work in areas where certain potentially harmful physical and /or chemical agents are present. The incumbent works with electrical systems from the power disconnect of the equipment to the point the electrical is terminated at the HVAC-R and DDC equipment. To ensure employee safety and health, personnel protection programs are maintained. These programs may include engineering controls, training, work procedures, use of personal protective equipment, and medical surveillance. As part of the medical surveillance programs, the incumbent may be required to take medical examinations to assess his/her medical qualification for duty.
