The Chief of Mental Health Integrated Community Care (MHICC) manages the day-to-day administrative and clinical aspects of the services delivered at the Beckley VA Medical Center Mental Health Clinic. The incumbent will have administrative oversight and will coordinate interdisciplinary staffing, work assignments, budget, clinical services as well as assure that programs meet all Joint Commission and CARF standards, VHA policies and VHA procedures specific to each program.

Duties include but not limited to:
1. Plans, implements, and provides clinical and administrative oversight to Mental Health activities including requirements for staff, budget, equipment, and supplies.
2. Has direct administrative supervision of 114 staff, with an additional 11 RNs and 1 Pharm.D. matrixed into the Service. The Chief supervises, either directly or through supervisors, the following disciplines and work groups:
a. Psychiatrists
b. Psychologists
c. Psychology Techs
c. Social Workers
d. Administrative Staff
e. Nurse Practitioners
g. Peer Support Specialists
h. Physician's Assistants
i. Vocational Specialists
j. All staff in the Healthcare for Homeless Program
h. Trainees within the Department of Mental Health
4. Has programmatic oversight and responsibility for the Mental Health Service.
5. Has responsibility for determining resource allocations within Mental Health Service.
a. Ensures efficient operation of the Mental Health Service
b. Prepares the annual Management Briefing for the Mental Health Service
c. Monitors and oversees Fund Control Points in Mental Health
d. Seeks additional resources as warranted, with use of data-driven criteria in
support of all requests.
6. Decisions are made exercising wide latitude and independent judgment. The incumbent operates on a day-to-day basis in an independent manner. The incumbentreports directly to the Chief of Staff on an as-needed basis.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
Education: Candidates must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
Grandfathering Provision: There is no grandfathering provision at this grade level.
Grade Determinations for Social Worker (Service Chief) GS-14:
Experience/Education. One year of experience equivalent to the GS-13 grade level. The chief social work service must evidence possession of supervisory and management skills. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. May have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Examples include:
Responsibility for management of small to moderately complex social work service within the organization.
Responsibility for the professional practice of all facility social workers and provision of social work services.
Supervision to social work service staff members of different grades.
Responsibility for managing and supervising all aspects of social work service operations including clinical practice, program management, education, human resource management and supervision of the service.
And,
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Skill in providing the full range of supervisory duties across multiple service divisions/sections, which would include responsibility for assignment of work to be performed, performance evaluation, selection of staff, and recommendations of awards, advancements, and when appropriate, disciplinary actions.
(b) Skill in applying legal, ethical, and professional standards to social work practice.
(c) Skill in developing, maintaining, and managing social work services in multiple divisions/sections.
(d) Ability to ensure compliance with social work practice, policy, and accreditation standards across the continuum of health care.
(e) Skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements.
(f) Skill in administrative oversight to ensure compliance with social work licensure requirements.
Licensure/Certification. The chief social worker must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Preferred Experience: 3-5 years of leadership experience in a service line with multiple program areas.

The full performance level of this vacancy is GS-14.
Physical Requirements: The work is both sedentary and active, requiring walking throughout the medical center. Duties may require lifting, carting and carrying computer equipment such as monitors and printers weighing 20-40 pounds. Asking assistance from other specialist to help with lifting is encouraged. There may be limited crawling under desks and behind areas to gain access to equipment.
Work Environment: Work is performed primarily in a patient care setting; adequately lighted, temperature controlled, and ventilated. Office temperatures fluctuate periodically; involves everyday risks or discomforts which require normal safety precautions typical of such places as clinics, offices, meeting and training rooms or libraries; exposure to noise and dust on occasion. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures.
