The Chief of Mental Health Service plans, implements, directs, provides clinical and administrative oversight to Mental Health activities, including requirements for staff, budget, equipment, and supplies. Proven leadership skills, including problem solving skills, conflict resolution abilities, task prioritization, project management, efficiency improvements etc. are highly desirable and expected.

The incumbent shall effectively delegate responsibilities, evaluate the performance of subordinates and offer prompt feedback related to performance and conduct. This individual is expected to effectively handle supervisory responsibilities, programmatic oversight to provide patient centered care across diverse Mental Health programs to meet or exceed expectations from within and outside the medical center. He/she will positively contribute towards performance standards while favorably contributing to employee morale, programmatic stability and organizational welfare. The incumbent will also provide treatment services in a multi-disciplinary setting composed of psychiatrists, psychologists, psychiatric social workers, nurse practitioners, psychopharmacologists, and nurses. Other responsibilities will be as assigned by the Chief of Staff, based on organizational needs and employee competence.
Work Schedule: Monday - Friday, Dayshift Hours - Hours may be adjusted to accommodate the needs of the department.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
Education: Candidates must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
Grandfathering Provision: There is no grandfathering provision at this grade level.
Grade Determinations for Social Worker (Service Chief) GS-14:
Experience/Education. One year of experience equivalent to the GS-13 grade level. The chief social work service must evidence possession of supervisory and management skills. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. May have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. The chief social worker must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
a) Skill in providing the full range of supervisory duties across multiple service divisions/sections, which would include responsibility for assignment of work to be performed, performance evaluation, selection of staff, and recommendations of awards, advancements, and when appropriate, disciplinary actions.
(b) Skill in applying legal, ethical, and professional standards to social work practice.
(c) Skill in developing, maintaining, and managing social work services in multiple divisions/sections.
(d) Ability to ensure compliance with social work practice, policy, and accreditation standards across the continuum of health care.
(e) Skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements
(f) Skill in administrative oversight to ensure compliance with social work licensure requirements.
Preferred Experience: 3-5 years of leadership experience in a service line with multiple program areas.

The full performance level of this vacancy is GS-14.
Physical Requirements: The work is both sedentary and active, requiring walking throughout the medical center. Duties may require lifting, carting and carrying computer equipment such as monitors and printers weighing 20-40 pounds. Asking assistance from other specialist to help with lifting is encouraged. There may be limited crawling under desks and behind areas to gain access to equipment.
Work Environment: Work is performed primarily in a patient care setting; adequately lighted, temperature controlled, and ventilated. Office temperatures fluctuate periodically; involves everyday risks or discomforts which require normal safety precautions typical of such places as clinics, offices, meeting and training rooms or libraries; exposure to noise and dust on occasion. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures.
