This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.

Duties

Serves as Strategic Planner for the Deputy for Acquisition and Systems Management to the Assistant Secretary of the Army for Acquisition, Logistics, and Technology in Strategic Planning. Oversees the administration (across DASAs, PEOs/PMs, and external stakeholders) of the OASA (ALT) strategic planning process. Manages evaluations and analyses of metrics to ensure alignment with strategic planning process and doctrines. Recommends when initiatives or major activities should commence, be curtailed, or dropped; and what changes in emphasis should be made. Provides guidance during synthesis and integration of individual plans into the draft comprehensive strategic plan. Determines priorities and strategies, completes projects and tasks in direct support of the strategic assessment process.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Sensitive Compartmented Information security clearance or access for the duration of employment.
  • One year probationary period may be required.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • This position requires Practitioner certification in Acquisition Career Field “Program Management” or the incumbent must be able to obtain certification within 60 months of appointment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • Drug testing: This position has been designated for drug testing. If you are selected for this position, you may be subject to urinalysis testing prior to appointment and you will be subject to random urinalysis testing as a condition of employment.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Specialized experience: 1) Conducting information operational planning or mission analysis to improve process; 2) Collaborating with high level officials to obtain resolution of organizational issues; and 3) Providing advice on a variety of business matters to include policies, procedures, practices, and programming of resources.
