This position is located in the Division of Risk Management Supervision (RMS), Operations Branch, Administration and Planning, Administration Section of the Federal Deposit Insurance Corporation in Washington, D.C.
Salary reflects a pay cap for this position of $275,000.
Duties
Directs long-range strategic planning for RMS Administration and coordinates the implementation of divisional operating policies, programs, and procedures.
Applies effective project management and change management in order to direct project teams to meet their overall goals, objectives, budgets, and timelines.
Directs and manages all phases of human resources management for the Division, which includes, but is not limited to, position management; classification; recruiting, hiring, selection, and onboarding for non-entry level examiner positions; exit clearance; performance; compensation; and labor and employee relations.
Formulates and maintains appropriate procedures for the effective and efficient operation of RMS Administration.
Oversees the Division’s administration of various nationwide programs, such as the application process and selection for the graduate schools of banking, external development programs, student loan repayment, and employee service resolutions.
Designs, plans, and implements improvements to overcome operational challenges, prepare for emerging trends or staffing surges, comply with laws and regulations, and gain efficiencies.
Provides expert advice and guidance to Regional and Washington Office management and staff on administrative matters and human resources management.
Collaborates with the Division of Administration to ensure effective human resources management, facilities management, and workplace services implementation.
Supervises a staff of administrative subject matter experts and program specialists. Establishes performance measures/metrics, including metrics for quality and timeliness. Monitors performance and assesses the effectiveness and efficiency of operations. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal Division staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc.

Qualifications
To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Technical Experience: Experience providing oversight responsibilities in resource management (recruiting and hiring, staffing, administrative management), program management, and records management.
