This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Candidates with Bachelor's Degrees for Scientific and Engineering Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Interdisciplinary and Computer Scientist position is assigned to the Program Executive Office, Command Control Communications-Tactical Network (PEO C3T), PMO Mission Command, Technical Management Division, located in APG, MD.

Duties

Serves as the Subject Matter Expert that performs cybersecurity analysis and evaluation to design, implement, test, and field secure systems, networks, and architectures. Responsibilities also include the ability to develop, implement, and enforce information systems security policies ensuring system security requirements are addressed during all phases of the acquisition and Information System (IS) lifecycle. Conducts activities associated with certification and testing in accordance with the Risk Management Framework (RMF) and National Institute of Standards and Technology (NIST) policy and DevSecOps principles for agile software delivery. Identify deficiencies and providing recommendations of risk mitigation to other US Army Stakeholders. Supports the US Army to resolve conflicting system security engineering requirements. This includes working with Stakeholders on a daily basis to understand cybersecurity needs and requirements. Leads the development of key cybersecurity publications including the Systems Engineering Plan (SEP), Technical Plans, Analyses and Reports, Risk Assessments, Security Concepts of Operations (CONOPs), Program Protection Plans. Supports the Army's strategic vision and guidance on implementation of Zero Trust across PMO Software Products.

Requirements

  • Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Engineering and Technical Management within 60 months of entrance on duty.
  • Business travel required up to 25% of the time.
  • Selectee must be able to obtain and maintain a Top Secret security clearance.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position is subject to a pre-employment drug screening, and random drug testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. Educational Requirements: Educational Requirement for 0800 Series: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (Note: You must attach a copy of your transcripts.) OR Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I am currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. (Note: You must attach a copy of your transcripts.) OR Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. (Note: You must attach a copy of your transcripts.) OR Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully completed at least 60 semester hours or 90 quarter hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. (Note: You must attach a copy of your transcripts.) OR Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, and have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) (Note: You must attach a copy of your transcripts.) Educational Requirement for 1550 Series: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. (Note: You must attach a copy of your transcripts.) In addition to meeting ONE of the Basic Education Requirements above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience is defined as: 1) Performed program evaluations to verify requirements met cybersecurity concepts within secure systems, networks, and cybersecurity architectures. 2) Led a team to implement and enforce cybersecurity policies and Zero Trust principles to ensure system security requirements are addressed for the acquisition and Information System (IS) lifecycle. 3) Conducted certification and testing in accordance with the Risk Management Framework (RMF) and National Institute of Standards and Technology (NIST) policy. and 4) Developed program technical documents that are cybersecurity focused, including Cybersecurity strategies and Program Protection Plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
