The Management and Program Analyst is located within the Department of Veterans Affairs, Veterans Benefits Administration (VBA), Office of Mission Support (OMS). The Management and Program Analyst position serves in the Facilities Directorate, which is primarily responsible for the management of VBA facilities nationwide through minor construction (MC) project management, budget
administration, and strategic capital investment planning (SCIP).
Duties
Makes recommendations to enhance the processes and procedures regarding administrative management for the organization and aids in the development of policies and program initiatives. Resolves programmatic or problematic issues. Reviews budget and financial management processes to include acquisition procedures and travel regulations.
Conducts highly detailed reviews and reports for the accuracy of Executive staff inquiries and correspondence and ensures and manages the proper assignment of VIEWS/Tasks to the appropriate Facilities Directorate Points of Contact (POCs) and Subject Matter Experts (SMEs).
Participates in the development and documentation of long and short-range planning efforts. Reviews long and short-range plans, resource projections, priorities, justifications, etc. Makes recommendations on planning efforts that can be undertaken with existing resource levels and advises on the impact of efforts that require additional resources.
Provides administrative management for the organization such as maintaining hard and soft file systems, office travel, and purchase card procedures within the required record keeping policies and guidelines.
Collects and analyzes pertinent organizational data and information; develops statistical and narrative data to justify any changes and recommendations; prepares and presents briefings.
Works with Facilities Project Managers to identify, capture, and develop data and informational dashboards to support Minor Construction and Lease Acquisition programs and efforts.
Organizes and leads study teams.
Develops and utilizes appropriate data collection techniques.
Reviews and studies laws, VA Administrative issues, and special instructions to determine their effect on organizational adjustments, work methods and procedures, application of work measurement, work simplification, documentation of essential records and flow of communications to determine the need for new or revised local policies, procedures, or controls, and to coordinate these determinations with operations officials involved.
Manages Facilities Directorate SharePoint sites, shared drives, and content and coordinates with each OMS Directorate to ensure content is current, up-to-date, 508 standard compliant, and that older information is archived and retained for knowledge management and preservation and records management in accordance with the General Records Schedule, policies and procedures for auditing purposes.
Formulates, presents, executes, and analyzes Facilities Directorate General Operating Expenditures (GOE) budget.
Provides secondary staff support in timekeeping and attendance utilizing required VA Time and Attendance (VATAS) and Financial Service Center (FSC) regulations, policies and procedures for the Facilities Staff by ensuring accurate timekeeping, posting, and validation of assigned Facilities personnel.
Ensures the proper maintenance of hard and soft file systems for auditing purposes.
Promotion Potential: GS-13 is the full performance level.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 03/26/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-13 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Experience in developing and managing project plans, setting timelines, allocating resources, and risk management.
Experience in process analysis, identifying areas of improvement, and implementing change for efficiency gains.
Experience in data analysis involving data collection, analysis, interpretation, and the ability to use analytics tools to inform decision-making and policy development.
Experience leading and following directions, reading, a variety of instructions, regulations, policies, and procedures.
Experience in project management and process improvement leading, planning and scheduling program work.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending.
