This position is located in the Office of General Counsel, National Transportation Safety Board (NTSB) in Washington, DC. The incumbent of this position will serve as an expert Federal ethics counselor, providing authoritative NTSB-wide ethics advice, opinions, training, and policy guidance for all levels of employees throughout the NTSB including leadership, senior managers, technical experts, and other employees.

Duties

As a Ethics Specialist, GS-0301-14, you will perform the following major duties: Serves as NTSB's senior expert in the provision of authoritative written and verbal advice to all levels of NTSB leadership, managers, and employees on complex issues and problems involving traditional and emerging ethics subjects. Evaluates the content of new laws, policies, and regulations in the area of Executive Branch ethics and provides definitive guidance to NTSB leadership on interpretation. Provides public and confidential financial disclosure reporting advice and guidance. Oversees the development, implementation, administration, and monitoring of the effectiveness of NTSB ethics training programs.

  • Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level) by the closing date of this announcement. Only experience and education obtained by the closing date of this announcement will be considered.

Qualifications

GS-14: You MUST have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as: Evaluates the content of new laws, policies, and regulations in the area of Executive Branch ethics and provides definitive guidance to leadership on interpretation; Provides authoritative ethics advice, opinions, training, and policy guidance for all levels of employees throughout including leadership, senior managers, technical experts, and other employees; Provides advice and guidance to employees on positions required to file annual financial disclosure reports; and Conducts ethics training in a variety of forums.
