The primary purpose of this position is to provide leadership of a team of pay technicians who provide a variety of military pay services for active duty, reserve, and/or retired service members as well as annuitants, and to perform office automation duties.

Duties

Serves as Team Leader. Coaches the team in the selection and application of appropriate problem-solving methods and techniques; advises on work methods, practices and procedures; and assists in identifying the parameters of a viable solution. Determines, processes, and follows-up on a wide variety of active, reserve, retired, and/or annuitant pay entitlement actions which require carrying out numerous different and unrelated procedures. Assists in performing auditing work on various pay actions (e.g., settling back pay claims, resolving recent pay problems, etc.) ensuring the pay files are correctly updated and in balance. Receives and processes indebtedness actions against military members. Initiates debt collection actions for overpayments and prepares initial correspondence. Performs miscellaneous technical tasks in support of military pay actions. May be required to train newly assigned leave clerks and lower-graded military pay clerks; AND Provides customer service in person or by telephone, and completes correspondence (e.g., answers written inquiries, prepares letters to obtain missing information, etc.) related to military pay. Uses multiple office automation software with varied functions to produce a wide range of documents, formats, etc. pertaining to the military pay function.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a body of standardized military pay rules, regulations, laws, procedures, or operations requiring considerable training and experience to perform the full range of standard clerical assignments and resolve recurring problems. Knowledge of computerized military pay system(s) to process military pay actions for active duty, reservists. retired service members, and/or annuitants. And knowledge of the various pay system coding procedures and requirements used for each type of pay document processed to enter, review, or change information in an individual's pay account and to avoid adverse impact to previously processed actions. OR EDUCATION: Applicant has successfully completed one year of graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a body of standardized military pay rules, regulations, laws, allowances, and procedures; the data system(s) used to support military pay actions; and federal debt collection rules and regulations. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. Skill in typing; a qualified typist is required; AND Skill in performing arithmetic computations to compute military pay. Ability to interpret/apply regulations and procedures related to military pay; and to operate a calculator. Knowledge of principles and practices of team building. Ability to establish performance goals and assess progress toward their achievement; AND Ability to plan, organize work, meet deadlines, and adjust work operations and program objectives to meet emergencies or changing programs within available resources and with minimum sacrifice of quality or quantity of work; AND Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
