The Primary purpose of this position is to provide leadership of a team of pay technicians who provide a variety of military pay services for active duty reserve, and /or retired service members as well as annuitants, and to perform office automation duties
Duties
Serves as Team Leader AND Determines, processes, and follows-up on a wide variety of active, reserve, retired, and/or annuitant pay entitlement actions which require carrying out numerous different and unrelated procedures
Assists in performing auditing work on various pay actions
Receives and processes indebtedness actions against military members
Performs miscellaneous technical tasks in support of military pay actions
Provides customer service AND Use multiple office automation software with varied functions to produce a wide range of documents, formats, etc.
Requirements
- To be basically qualified for this position, applicants must meet the OPM qualification standard and must possess the following skill: Must be able to type 40 words per minute

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes knowledge of a body of standardized military pay rules, regulations, laws, procedures, or operations requiring considerable training and experience to perform the full range of standard clerical assignments and resolve recurring problems
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a body of standardized military pay rules, regulations, laws, allowances, and procedures: the data system(s) used to support military actions; and federal debt collection rules and regulations
2. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. Knowledge of principles and practices of team building
3. Skill in typing; a qualified typist is required. Skill in performing arithmetic computations to compute military pay
4. Ability to interpret/apply regulations and procedures related to military pay; and to operate a calculator
5. Ability to establish performance goals and assess progress toward their achievement
6. Ability to plan, organize work, meet deadlines, and adjust work operations and program objectives to meet emergencies or changing programs within available resources and with minimum sacrifice or quality or quantity of work . Ability to communicate effectively, both orally and in writing
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
