You will serve as a PROGRAM ANALYST in the Deputy Chief of Naval Operations (DCNO N4) of IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will form and advocate policy regarding activities related to infrastructure resilience, to include climate adaptation and resilience, installations energy resilience, and cyber resilience.
You will originate correspondence and technical briefings required by duties and responsibilities and maintain constant liaison with DON Climate and Resilience teams.
You will analyze a wide range of strategic information and prepare reports, proposals, briefings, and advocates, as necessary to express the Navy enterprise position regarding installation resilience matters at the strategic level.
You will develop, plan, coordinate, organize, and manage a broad range of programs and services addressing installation resilience and climate adaption, including effective use of total resourcing.
You will apply policies, procedures, and legislation to develop program goals, objective, and performance measures in support of installation resilience and climate adaption.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following:
1) Using functional programs, operations and processes to perform studies and evaluate program operations;
2) Applying knowledge of analytical and evaluative methods, techniques, management and organization principles to assess program development or execution and improve organizational effectiveness and efficiency;
3) Gathering information and data by applying basic fact finding and analytical techniques to prepare clear and effective recommendations both verbally and in writing;
4) Presenting data, interpretations, and conclusions in a clear, concise, and logical manner.
