The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations.

Duties

The Portfolio Manager is a valuable member of the Office of Inspector (OIG), Office of Innovation. Typical assignments include Coordinate and gather requirements from senior management and users for contract support services and/or procurement of hardware, software, or applications. Develop acquisition packages that include developing scopes of work, source selection plans, technical evaluation factors, and independent government cost estimates. Monitor financial status and period of performance of program office contracts and ensure procurement requests are submitted in adequate time to avoid lapses in contractual coverage. Manages program office subscriptions, licenses, software, and equipment maintenance renewals. Oversees the program office purchase card program including making purchases, reconciling credit card billing statements, tracking shipments, disputing invalid or unauthorized transactions, and maintaining accurate purchase card accounting and reporting according to current regulations. Interpret and apply laws, regulations, and organizational policies pertaining to a wide range of administrative and management activities. Examine travel authorizations and vouchers in accordance with travel policies and/or Federal Travel Regulations. Conduct extensive research on a wide range of topics/issues. Gathers background material and data for special projects and reports, memoranda, briefing materials, and packages. Serves as the training officer for the program office, managing training requests, approval process, payments, and close-out of cost-based training. Develop a mechanism for tracking program office funding allocations and procurements in the areas of contracts, budget, supplies, travel, training, and purchase card purchases. Present results of research or analytics to program office leadership to facilitate understanding and acceptance of solutions and recommendations. Reviews and proofreads contents of documents, reports, briefing materials for completeness, correctness, and consistency.

Qualifications

You must meet all qualification requirements by the closing date of this vacancy announcement. Minimum Qualifications for GS-13: You qualify for the GS-13 position if you possess one year of specialized experience at the equivalent to GS-12 grade level in the Federal service. Specialized experience at this level includes: Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, including experience in developing scopes of work, source selection plans, technical evaluation factors, and Independent Government Cost Estimates, and evaluating criteria for various complex procurement actions to develop contract strategies. Experience performing a variety of administrative support functions such as serving as timekeeper, examining travel documents using Federal Travel Regulations, procuring supplies and training through a Government Purchase Card, and developing mechanisms to manage, track, and report expenditures of program office funds. Selective Placement Factor In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: Applicant must possess a Federal Acquisitions Certification-Contracting Officer Representative II (FAC-COR II) or equivalent. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The qualification requirements listed above must be met by the closing date 03/26/2024of this announcement. Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by the closing date 03/26/2024of this announcement. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
