Vacancies will be filled in the following specialty areas:
Facilities Management and Security Services Operations West
The following are the duties of this position at the full working level.
Provides expert guidance to FMSS management and senior leadership on official audit responses to Treasury Inspector for Tax Administration (TIGTA), Government Accountability Office (GAO), and FPS audit findings and assessments.
Leads or participates in studies of technical security data that inform proposals for improvement of IRS Physical Security and Occupant Emergency Planning.
Evaluates Facility Security Assessment (FSA) processes and facilitates efforts with operations security personnel and the Federal Protective Service (FPS) for Facility Security Level (FSL) I - V sites.
Authors, assesses, and administers various administrative actions affecting, but not limited to, the following programs, policies, or reports: Security Awareness Training (SAT), alarm reports, audits and risk assessments, compliance and safeguard reviews, post award site surveys, project documentation, and occupant emergency and shelter-in-place plans.
Provides support to field operations personnel during the development and design of physical security projects.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
SPECIALIZED EXPERIENCE GS-13: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized experience for this position includes:Experience that demonstrates applying comprehensive and expert knowledge regarding the safety and security of personnel, facilities, and assets. Experience providing counsel to leadership on all aspects of physical security, incident management, security assessments, policy development, modifications, and analysis. Experience must also include providing technical advice and assistance on physical security matters. Experience applying research on emerging technologies, new emerging threats, incident trends, policies, procedures, and practices by assessing and developing assessment reports to address effectiveness of existing countermeasure requirements and mitigation strategies and proposing appropriate enhancements when warranted.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
