Joining the Secret Service, Office of Human Resources, APT Talent Management Division (APT=Administrative, Professional and Technical) will allow you to provide expert guidance and consultant advice in performing an array of recruitment and placement functions with emphasis on new employee orientation program development, implementation, and facilitation.

Duties

The selectee will serve as a Human Resources Specialist (Recruitment & Placement)in the Office of Human Resources, Administrative, Professional and Technical Talent Management Division (ATM). Typical work assignments include: Developing and executing an onboarding project plan, process, and procedures grounded in best practices and theory that operates under a continuous improvement methodology. Championing positive customer onboarding experience activities for employee and stakeholders. Providing consultative and advisory services in recruitment and placement strategic planning with responsibility for ensuring the optimum use of manpower resources. Conducting fact-finding and analysis of issues impacting the subject to identify and clarify problems or relevant issues. Consulting and collaborating with internal and external stakeholders and participating in ad-hoc interagency working groups in developing and implementing effective recruitment strategies.

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. GS-12: You qualify for the GS-12 level (starting salary $99,200.00) if you possess one f ull year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Identifying ways to improve the delivery of New Employee Orientation (NEO) or quality of human resources programs; Providing continual onboarding services to new employees; Interpreting regulations (such as Title 5 of the Code of Federal Regulations), policies and procedures governing the hiring process to provide consultation to managers; and Creating job announcements, reviewing applications and providing management with qualified pools of applicants. GS-13: You qualify for the GS-13 level ($117,962) if you possess one f ull year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Facilitating the delivery of human resources onboarding programs to ensure they meet customer service goals; Developing and delivering quantitative or qualitative reports on the performance of human resources programs or projects; Creating staffing plans based on analysis of organizational vacancies and critical needs; and Providing advisory services on the interpretation of regulations (such as Title 5 of the Code of Federal Regulations), policies and procedures governing the hiring process to managers or other external stakeholders. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
