You will serve as a FACILITY OPERATIONS SPECIALIST in the Platform Support Directorate of NMRTC PEARL HARBOR HI.

Duties

You will make independent, immediate, and often critical decisions - i.e., maintenance, repair, refit, and modernization of clinic facilities to support operations of geographically dispersed clinics. You will be responsible for project development/coordination over a broad range of facility engineering activities as they relate to building management. You will perform/oversee management and administration of project documentation and records production. You will determine and project requirement for annual maintenance plans and assess and justify annual budget cost requirements for material, equipment, utilities expenditures, and general facility maintenance for sustainment. You will inspect corrective, preventative, and testing of equipment ranging from HVAC, electrical, plumbing, boiler, elevators, fire protection and medical specific equipment.

Qualifications

FOR GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing administrative work that involves operating and maintaining building, grounds and roadways; Implementing facility operation, concepts principles, and practices applicable across a broad range of technical fields and duties pertaining to daily operations, design, alterations energy management, planning, and performing quality control inspections; Working w/supervisor and/or leaders to effectively complete projects; to coordinate utility outages; to minimize patient disruptions; to schedule-phasing projects; to provide minimal impact, and coordinate w/building staff by reviewing patient and staff workload w/departmental leadership; Applying quality assurance/quality control methods not to exclude data analysis, creating spreadsheets, analyzing trends, and root cause analysis; Implementing problem solving and process improvement to identify root issues and develop improvement solutions; Adhering to and/or applying to regulations such as National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA) or other governing regulations to ensure compliance in an operation, preferably, a healthcare facility and compliance w/the organizational governing accreditation, (e.g., Joint Commission); and Tracking and following up w/work requests or tasks. FOR GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Coordinating and directing work performed by a variety of trades and labor employees; Providing ongoing and continuous review and inspections of facilities, (e.g., clinic), provide to organizational assistance, (e.g., (Joint Commission Environment of Care), to the clinic; and Managing the work order processing for corrective and preventative maintenance, and assignment to the appropriate service provider. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

GS-11 Successful completion of a Ph.D. education must be related.

Or three "3" full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree - education must be related.

Or an LL.M. degree that is related to the position.


GS-09 Successful completion of: Master's or equivalent graduate degree - education must be related.

Or Two "2" full years of progressively higher-level graduate education leading to such a degree - education must be related.

Or LL.B. or J.D., if directly related to the position.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
