Duties
Serves as a Facility Operations Specialist at DLA Indo-Pacific (DLA-IP) Headquarters, responsible for the
planning, construction, upgrades, and maintenance of DLA facilities located at Joint Base Pearl Harbor-Hickam, Hawaii.
Oversees the plans, programs, and budgets for minor and major construction, maintenance and repair of facilities, physical security, safety, environmental compliance, and contract compliance.
Oversees the planning and coordination of all facility requirements and projects to support DLA/tenant personnel to include projects executed over a two to three year process and include the development of long range planning (master planning).
Oversees facility management resources including service contracts, financial programs, and space utilization.
Implements and evaluates programs to manage operational safety risks, fire safety risks, facility response to
emergencies, and to manage risks associated with physical security, hazardous materials, and hazardous waste.
Coordinates with various agency personnel to accomplish assigned facility operations support work.

Qualifications
To qualify for a Facility Operations Specialist, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Involvement in the planning and coordination of facility projects related to major and minor construction, maintenance and repair of facilities, and physical security and safety.
Management of various facility related programs, to include: operational safety, fire safety, response to emergencies, physical security, hazardous materials, and hazardous waste.
Oversee facility management of resources related to service contracts, financial programs, and space utilization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
WORK ENVIRONMENT - Assignments regularly require visits to administrative, storage, construction, or other industrial areas, and involves exposure to moderate risks and discomforts associated with construction, maintenance, storage, or production areas. Incumbent may be required to work outside in all weather conditions. Incumbent is required to observe safety precautions including wearing special personal protective clothing and equipment when visiting construction and project sites due to potential exposure of strong odors or fumes from fuels or chemicals used in work processes; or working near operating machinery, moving vehicles, or electrical hazards. Incumbent is subject to recall during non-duty hours or having to work overtime to effect repairs or complete projects which cannot be performed during normal working hours or is of an urgent priority nature.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
