Duties

The physical worksite for this position is located in Alexandria, VA. However, this position is telework eligible in accordance with the unit's telework policy. As an Assistant Commissioner for Patents (ACP), you'll be at the exciting forefront of the patents life cycle and support initiatives and practices consistent with the strategic plan and goals of the USPTO. You will have the potential to make a tremendous positive impact by: Providing administrative oversight to one or more Technology or Non-Technology Center Operational Components as assigned. Initiating programs consistent with the priorities and goals of the Agency, communicating policy and decisions within the context of her/his responsibilities, mentoring and coaching of subordinates, coordinating Patent strategic initiatives, establishing procedures, and participating in activities which promote the goals of the Office. Providing strategic vision, guidance and direction to ensure that the necessary monitoring, assessment, and training required to instill confidence in the patent system are provided to internal and external stakeholders. Framing out vision-oriented initiatives and providing strategic direction to individuals/teams for accomplishing these initiatives. Maintaining an oversight role empowering individuals/teams to accomplish the initiatives/objectives. Ensuring administrative policies and procedures are communicated to Patent business unit employees. The Assistant Commissioner for Patents (ACP) serves under the general administrative direction of one of the Deputy Commissioners for Patents (DCP). The individual promotes and carries out initiatives and practices consistent with the strategic plan and goals of the USPTO. The ACP also furthers the objectives enumerated by the Commissioner for Patents, the DCPs, and the Under Secretary of Commerce for Intellectual Property and Director of the USPTO. The ACP represents the Commissioner for Patents and the DCPs in contacts with members of the public, officials of other Government agencies, Department of Commerce and Patent and Trademark Office emp1oyees, members of Congress, and foreign government officials. The ACP is responsible for overseeing programs that promote innovation and technology in the United States. These programs ensure that America's intellectual property protection system continues to play a vital role in creating jobs and driving the Nation's economy.

Requirements

  • You must be a U.S. Citizen or a National.
  • Background and/or Security investigation, if selected for position.

  • Initial appointments are required to serve a 1-year probationary period.

Qualifications

Experience must have been at a sufficiently high level of difficulty to clearly show that the candidate possesses the required professional/technical qualifications and executive core qualifications set forth below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Each PTQ and each ECQ have a 10,000-character limit (to include spaces) and must be adhered to. Experience in directing, supervising, and evaluating the activities of a professional and technical organization unit. 2. Demonstrated knowledge and experience with patent statutes, regulations, and court decisions. 3. Demonstrated ability to advise senior level executives on and to recommend solutions for complex legal issues. 4. Demonstrated ability to work closely with the USPTO user community, trade associations, and/or bar associations. For the following five Executive Core Qualifications (ECQs), you are required to submit a narrative response addressing your specific knowledge, skills, and abilities that demonstrate your possession of these qualifications. Action - Discuss the specific actions you took to address a challenge. Result - Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills. Note: Submit only the documents requested. Additional documents will not be reviewed by the rating panel. Uploaded documents addressing the PTQ's and ECQs will not be accepted. Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM, only need to submit a resume and narrative statement covering each of the PTQs requirements and do NOT need to address the ECQs.

Education

The educational requirement for this position is at least a bachelor's degree in an engineering, scientific, or technical field.
