The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Serves as a National Intelligence Collection Officer (NICO) for Climate and Global Issues (CGI), and is responsible for co-leading the IC coordination of multi-agency, national level, intelligence collection pertaining to Global issues such as Atrocities, Climate, Global Health, Multilateral Affairs, Human Rights and Refugees.
With guidance from the NIM-CGI and D/NIM-CGI and working in concert with CGI's Portfolio Mission Managers, conceptualizes, plans, implements, and facilitates IC and efforts to prioritize collection-related actions affecting the IC's posture against the various global issues.
Provides expert advice to NIM-CGI leadership to establish collection priorities in the mission space. Ensures collection priorities are clearly defined to enable the Intelligence Community (IC) to focus limited collection resources against the highest priority and highest payoff objectives.
Leads IC efforts to determine the state of collection against NIM-CG priorities, to identify gaps against those priorities, and to develop comprehensive and integrated collection strategies to address those gaps.
In coordination with NIM-CGI staff and IC partners, provides analysis and recommendations to leadership for realigning collection resources, and identify areas of acceptable risk in the collection posture.
Oversees and contributes to the development of NIM-CGI mission-related strategic communications tools, including the NIM-CGI Unifying Intelligence Strategy, State of the Mission Brief, the Intelligence Planning Guidance, briefings, and testimony to ensure they align with national security objectives and the NIM's strategic vision.
With guidance from NIM-CGI and D/NIM-CGI, develops and implements NIM-CGI's foreign liaison partner strategy, including leading NIM-CGI engagements with foreign liaison partners, to foster relationship building, drive collection, and burden share. Support implementation of DNI-guided foreign partnership engagements.
Oversee ranking and prioritizing of competing requirements for additional capabilities through a transparent and accountable methodology.

Qualifications
Mandatory Requirements:
Expert knowledge of IC collection policy, management and operations.
Proven ability to develop subject matter awareness across CGI portfolio intelligence issues.
Experience and knowledge of inter-agency coordination and operations to sustain effective working relationships with other Federal Government
departments, agencies, and centers.
Experience working with foreign partners, including demonstrated understanding of CI considerations.
Superior situational judgment and interpersonal, negotiation, and networking skills to collaboratively build strong team relationships across ODNI and other stakeholders.
Superior ability to manage sensitive matters and/or complex problems, make key contributions to group efforts, and exercise appropriate leadership and initiative at the senior management level.
Superior interpersonal skills and superior ability to work effectively in both independent and in a team or collaborative environment.
Superior ability to listen to, clarify, and communicate complex information clearly, concisely, and in a manner that is targeted to, and meets the needs of diverse audiences with different perspectives and objectives.
Desired Requirements:
Experience managing collection and operational support related to long and short-term intelligence requirements.
Experience working on climate, health, or other global issue topics.
Experience interpreting broad statements of policy directed by ODNI and the National Security Council.
Advanced degree or equivalent experience as determined by mission specialty area.
Education
Master's Degree.
