This position serves as a Graduate Healthcare Administration (GHATP) Trainee functioning as a Health System Specialist in the Office of the Director of the St. Cloud VA and is responsible for managing projects and assisting in the coordination of daily office activities. The position is responsible for all program matters under the direction of the Medical Center Director that is delegated to them.

Duties

The Graduate Healthcare Administration Training Program (GHATP) Board invites interested and eligible recent graduates to apply for this engaging, intensive, and rewarding career opportunity. This 12-month program is a primary source for developing highly-trained healthcare administration professionals who provide staff support to key healthcare management officials within VA medical facilities. GHATP trainees participate in a structured training program designed to develop core competencies and targeted skill sets. The GHATP Program is a 12-month experience under the preceptorship of a Medical Center Director. 12-month cycle for the program is June to June. During the experience, the recent graduate will: Complete rotations through various components of the health system offering access to academically-affiliated medical centers, community-based outpatient clinics, ambulatory surgical centers, domiciliaries, long-term care services, electronic health record system, research centers, telehealth programs, and/or external rotations (such as Veterans Benefits Administration, or a neighboring non-VA health care facility). Complete a diverse range of management tasks and projects in operations management, project management, finance management, quality management, information systems management, medical management, human resources management and research administration. Report directly to, and have close working relationships with the Director and Associate Director of the Healthcare System. Will work closely with the other officials in the healthcare system and the senior leadership team. Will have the opportunity to attend senior management and network executive board meetings, morning reports, conferences, and more. Upon successful completion of the training program, Recent Graduates are eligible for non-competitive conversion to a permanent or term appointment into a position within the VA health care system. Preceptors work with Recent Graduates to find a position that best fits their skills, needs, and circumstances. To be eligible for conversion to a permanent or term position, Recent Graduates must: Successfully completed at least 1-year of continuous service in addition to all requirements of the Program. Demonstrate successful job performance. Meet the Office of Personnel Management's qualifications for the position to which the Recent Graduate will be converted. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/26/2024. Candidates must possess a degree in a major field of study in hospital administration (MHA, MSHA), public health administration (MPH), or related fields such as business (MBA) or public administration (MPA), with course work in healthcare administration or management, from an institution recognized by the Secretary, U.S. Department of Education. BASIC EDUCATION REQUIREMENT FOR THE RECENT GRADUATE PROGRAM: Applicants must be a graduate who has completed a Master's degree in hospital administration, public health administration or other healthcare admin/management from a qualifying degree program recognized by the Department of Education. A Master's in business or public administration may be accepted if at least two (2) healthcare courses are taken before completion of degree. All qualification requirements must be met by November 2024, 6 months from your start date. Veterans (as defined in 5 U.S.C. 2108) who, due to military service obligation, were precluded from applying to the Recent Graduates program during any portion of the 2-year eligibility period described above have a full 2-year period of eligibility upon their release or discharge from active duty; however, this eligibility period cannot extend beyond 6 years from the date of completion of the requirements of an academic course of study. Physical Requirements: Work is primarily sedentary, although slight physical effort may be required. Special Provision For Inservice Placement:Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Education: Must possess a Master or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D., with courses related to the duties of this position. (Transcript(s) must be submitted).
