This position is located under the Office of the Director, St. Cloud VA Health Care System. The incumbent contributes to the fulfillment of VHA Health Care System's mission and vision by planning, designing, and maintaining a multi disciplinary Compliance Department at the Health Care System, with multifaceted responsibilities to include auditing and monitoring to ensure compliance with policies and laws governing various business and program operations, as well as business integrity.
Duties
Duties for the position include but are not limited to:
Initiating and completing of Administrative Investigations and Fact-Findings as approved by the Health Care System Director.
Developing, recommending, and implementing Integrity and Compliance program goals for operational units within the local health care system.
Assisting front line operational units in developing their Integrity and Compliance activities using the compliance framework established by national program guidance and policy.
Developing detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects.
Reviewing programs/projects to determine how they can be accomplished with the least disruption to workers and mission operations and ensure directions and schedules are accomplished in a timely manner.
Providing local health care system and Veterans Integrated Services Network (VISN) senior executives and executive committees regular reporting on implementation and effectiveness of the local health care system's Integrity and Compliance program.
Participating in regular information planning sessions, maintaining productive interaction with staff, reporting on the status and progress of work accomplished to date, and monitoring work in progress.
Establishing program objectives and units of measure for determining when objectives have been met.
Developing and implementing internal controls and solutions in partnership with risk owners to manage and mitigate key risks that may adversely impact local health care system objectives, compliance with regulations, or overall reputation within the local, VISN, or national landscape of the agency health care system.
Making recommendations for actions when adjustments or a different course of action is necessary.
Providing reasonable assurance that business operations and health information practices throughout the Health Care System are compliant with applicable standards, rules, and regulations.
Reviewing the internal controls in place within any area where a failure has occurred and deciding on the unit's ability to prevent additional Compliance operational failures.
Assisting Chief Compliance Officer in creating a formal, written auditing and monitoring plan for all assigned disciplines across the Health Care System that have been identified as organizational risk areas, policy requirements, or leadership priorities.
Work Schedule: M-F 08:00am - 04:30pm.
Ad Hoc: Telework eligible at supervisor's discretion.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Individual Occupational Requirement:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
GS-12 Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include what is stated above, as well as, but are not limited to: providing administrative support (such as auditing and monitoring to ensure compliance with policies and laws governing business operations and ethics). Conducting and/or coordinating investigations of reported incidents of non compliance with VHA administrative policies and directives pursuant to VHA policy. Providing a compliance framework, leadership, and oversight to promote an integrated program to identify, prevent, and mitigate noncompliant behavior. Planning, designing, analyzing, implementing, and maintaining risk management activities including identifying organizational risks and developing plans of action that will avoid or minimize risk to the organization. Analyzing and prioritizing local risks by working closely with senior management to develop a proactive strategy to mitigate compliance risks. Providing regular reporting on the compliance and effectiveness of programs to the Health Care System Director, Senior Leadership Team, executive committees, and VISN or National program offices.
