This position is located in the Department of Homeland Security (DHS), Federal Protective Services (FPS), Office of the Director. The primary purpose of the Assistant Director for Field Operations is to provides oversight and leadership over one of three regional sections (East, Central and West) of FPS law enforcement and security-related services for all federally owned and leased facilities nationwide, as well as the people who work or visit there.
Duties
The Assistant Director for Field Operations (ADFO) serves as an extension of the Deputy Director for Operations (DD/OPS) and provides oversight and leadership over the Central region of FPS law enforcement and security-related services for all federally owned and leased facilities nationwide, as well as the people who work or visit there.
Specific responsibilities include:
Serves as a primary advisor to the Deputy Director for Operations and exercises independent judgment and decision-making under the broad operational and administrative direction of the
DD/OPS.
Serves as the FPS Director's primary representative in the direction and management of FPS employees within the area of assignment and coordinates with federal, state, and local law enforcement officials to ensure the interior security of the nation through the reduction of crimes and potential threats in Federal facilities throughout the nation.
Provides operational oversight and administration of several FPS Regions and develops,
enhances, and oversees best practice programs, policies, and initiatives to support and establish uniformity of FPS response to criminal incidents and emergencies on Federal property and police emergency services in natural disasters, civil disturbances, and terrorist attacks.
Assists in the direction and oversees continuity of operations planning to ensure efficient and
coordinated specialized response capabilities (canine and weapons of mass destruction teams).
Provides leadership and guidance on incident management and operational planning of largescale operations to efficiently achieve specified goals and objectives. Evaluate current and
proposed programs and operations and recommend action to initiate, modify, or discontinue projects to the FPS Director and Deputy Director as appropriate.
Oversees the management of all business operations across the Zone. Ensures personnel,
equipment, and funding issues are appropriately addressed, and FPS policy and procedures are followed.
In concert with the DD/OPS, establishes and implements specific investigations and operational action plans to respond to criminal incidents and emergencies occurring on Federal property with full law enforcement authority.
Oversees high-ranking law enforcement officers engaged in incident reporting, investigating criminal incidents, disseminating criminal and terrorism-related intelligence, and joint terrorism task force operations.
Requirements

- You will serve a one-year probationary period unless you previously completed the probationary period in the SES.

Qualifications
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector.
The application process to recruit for this position is the TRADITIONAL-BASED method. The applicant must address each ECQs and MTQs separately.
EXECUTIVE CORE QUALIFICATIONS (ECQs):
Applicants currently not serving under a career SES appointment, eligible for reinstatement into the SES, or a SES Candidate Development Program (CDP) graduate, must address the ECQs narrative separately and demonstrate the underlying competencies in the narrative.
Applicants should use the Challenge, Context, Action and Results (CCAR) model below when responding to each ECQ:
CHALLENGE: Describe a specific problem or goal.
CONTEXT: Describe individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, members of Congress, shrinking budget, low morale).

Your narrative response should not exceed 10 pages, be typed in 12 point font with one-inch margins. It is recommended that you include 2 recent (not older than 10 years) examples per ECQ. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating.
NOTE: Applicants currently serving under a career SES appointment, who are eligible for reinstatement into the SES, or who have successfully completed a CDP approved by OPM, need not submit a narrative statement covering each of the ECQ. However, those applicants must address the TQs requirements.
TECHNICAL QUALIFICATION (TQ)s:
In addition to the ECQs, all candidates must show evidence of the following TQs below in order to meet basic qualifications for this position. Please label and include your name on each page. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. You must address each TQ separately and you should not exceed 2 pages per TQ. You are required to respond to all TQs. If you fail to do so, you will be rated as 'ineligible.'
TQ 1. Demonstrated knowledge and experience managing complex, large-scale federal law enforcement protective security programs related to the physical security of facilities infrastructure and protecting employees in those facilities, including investigating threats to personnel and property.
TQ 2. Demonstrated experience providing authoritative advice and counsel to senior officials on complex activities affecting a law enforcement organization, including contract guard operations and monitoring, uniformed law enforcement response, criminal investigations, emergency response to incidents, K-9 operations, law enforcement and security training, contractor adjudications and suitability, and resource management of; finance, logistics, and facilities related support activities.
MEDICAL REQUIREMENTS:The duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels.
FIREARM REQUIREMENT:This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U.S. citizenship; 7) subject to a court-ordered restraining order from harassing, stalking, or threatening an intimate partner or child; or 8) convicted of a misdemeanor crime of domestic violence.
AGE REQUIREMENT: There is a maximum entry age of the day before your 37th birthday for entry into law enforcement positions. Applicants who have previously been employed in a Federal law enforcement officer position covered by 5 U.S.C. 8336 (c) or 5 U.S.C. 8412 (d) are not restricted from applying.
PRIMARY LAW ENFORCEMENT POSITION: Experience in primary/rigorous law enforcement position(s), or equivalent experience outside the Federal government, is a mandatory prerequisite (5 CFR 831.902 & 5 CFR 842.802).
