Duties

Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply. This position is located in the Office of Small Business (OSB), Minority and Women Owned Business Outreach Division (MWOB). The MWOB Division is responsible for strategic sales and marketing of all EXIM Bank programs, products and services. As appropriate, consistent with the Bank's charter, emphasis will be placed on small businesses, including those owned by women and minorities, environmental entities, and exporters located in rural and urban areas. The incumbent may also serve in the Client Care unit within the MWOB Division. The Client Care Unit is a group responsible for identifying the Bank's underutilized, non-brokered and new-to-EXIM export credit insurance policies, in order to provide outreach, guidance and consultation based on client needs, to improve the Bank's policy utilization as well as reviewing and issuance of all EXIM Banks's Insurance Policy documents. At the full performance level, duties include, but are not limited to: Works toward tile achievement of stated numerical sales goals and any other performance goals set by senior management and ensures that qualified leads are contacted and followed up on in a timely manner. Meets with all potential clients that are or could be a party to any U.S. export transaction within his/her assigned region or category. Educates clients on all EXIM Bank and other agency programs available to exporters of U.S. products and services. Serves as primary public speaker in the assigned geographic territory or special initiatives assignment on behalf of EXIM Bank on underserved market and Small Business issues. As applicable, attends domestic trade shows and seminars that showcase EXIM Bank risk mitigation and financing opportunities to attendees. As needed, organizes and serves as principal and/or sole speaker for training seminars and marketing events. Leverages relationships with the export-related business community to reach small business exporters. Utilizes the Bank's Customer Relationship Manager (CRM) system to obtain leads, cold-call to exporters, follow up on leads, maintains file cases of possible leads and record status of leads and closed sales. Designs, implements, and monitors marketing plans for a specific geographic territory or special initiatives assignment within OSB. Prepares reports advising various levels in the Bank on the status of these initiatives. Advises clients and potential clients in determining the appropriate EXIM products to best meet their needs. Assists in the application process of all EXIM Bank products, including eligibility, program requirements, fees and credit requirements. Provides guidance to clients regarding all EXIM Bank eligibility requirements, policies and procedures. Maintains a current, in depth and technical knowledge of all programs, structures, and EXIM Bank policies necessary to achieve sales goals and to fulfill the mission of the OSB. Mentors less experienced business development specialists to develop technical knowledge of EXIM Bank's products, programs, policies and procedures.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-11: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-09 level in the Federal Government. Specialized experience includes: Experience providing outreach and education to an undeserved business community; Experience using a customer relationship management (CRM) database system to manage data; and Experience providing guidance on finance regulations and limitations. OR If you are substituting education for experience to qualify for at this level, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or a Ph.D. or equivalent doctoral degree. OR If you are combining both education and experience to qualify for this level, equivalent combinations of education and experience are qualifying for this grade level. GS-12: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-11 level in the Federal Government. Specialized experience includes: Experience providing outreach and education to an undeserved business community; Experience using a customer relationship management (CRM) database system to manage data; Experience providing guidance on finance regulations and limitations; AND Experience promoting international organizational products and services. GS-13: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 level in the Federal Government. Specialized experience includes: Experience providing outreach and education to an undeserved business community; Experience using a customer relationship management (CRM) database system to manage data; Experience providing guidance on finance regulations and limitations; AND Experience promoting trade finance products and services. Education cannot be substituted for experience at the GS-12 or GS-13 grade level.
