This position is part of the Defense Human Resources Activity. The incumbent will be responsible for analyzes the strategic direction of MCTO's mission, strategy, operations, and organizational structure impacting the way DoD accomplishes transition and reintegration assistance for uniformed members. Examines impacts on the Military Departments, Congress, and the USD(P&R).
Duties
As a MANAGEMENT & PROGRAM ANALYST (STRATEGIC PLANS & INITIATIVES) at the GS-0343-13/14 some of your typical work assignments may include:
Analyzes the strategic direction of MCTO's mission, strategy, operations, and organizational structure impacting the way DoD accomplishes transition and reintegration assistance for uniformed members
Develops strategic plans, engagement strategies, analysis and monitors activities to develop, inform, and support employment, education, vocational, and small business initiatives, which support hiring, training, mentoring, and educating U.S. Military Service members transitioning or reintegrating following their active duty service.
Performs a broad range of duties related MCTO strategic planning related to legislative changes and programmatic impacts to include pre-separation/transition counseling; employment, vocational, entrepreneurship, education, and RC well-being resources; Veterans benefits and services; and accessing and researching DOL American Job Centers' counseling and placement programs.
Identifies strategic communications opportunities leveraging cross-collaborations; develops strategic plans, talking points, information papers and/or increase social media activities, marketing, and other related activities. Reviewing the DoD TAP, SkillBridge and YRRP distinct platforms for content accuracy congruent with MCTO strategic initiatives, messaging, and DoD compliance with policies.
Reviews, analyzes, and updates policies, guidance, standard operating procedures, technical reports, information papers, fact sheets and special literature and other documents to determine their impact on MCTO as appropriate. Represents the SP&I at meetings within the Department and with other government and non-government agencies.

Qualifications
You may qualify at the GS-13 grade level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Analyzing and advising on strategic plans, operations, and organizational impacts.
Developing information into briefs, presentations, reports, or other forms of data visualization for presentation.
Coordinating, consolidating, tracking, and monitoring organizational tasks.
You may qualify at the GS-14 grade level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Developing and delivering presentations to inform and advise senior leadership on agency strategic plans, initiatives, and/or organizational direction.
Writing, developing, and coordinating on congressional, policy and/or legislative proposals or request for information (RFIs).
Coordinating with the Military Departments, other Federal agencies, employer partners, and stakeholders subject matter experts to resolve complex policy or programmatic matters related to military transition assistance, Reserve Component reintegration, and/or employer partnerships.
