As a Historic Preservation Specialist, you will furnish expert advice and exercise program support ensuring regional compliance with the National Historic Preservation Act and related regulatory guidance.
This position is located in General Services Administration (GSA), Public Buildings Service (PBS) of the National Capital Region (NCR), Washington D.C.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Serves as an adviser on historic preservation matters to the Regional Commissioner (RC), PBS as well as senior management staff from PBS and other GSA services. In this capacity, is responsible for answering questions and addressing inquiries on historic preservation matters; for bringing potential or proposed historic preservation concerns and initiatives to the attention of senior officials and for determining the proper course of action; and for assuring implementation of historic preservation laws and directives in support of and coinciding with GSA development plans and programs.
Exercises specific responsibility for ensuring implementation of and compliance with the National Historic Preservation Act of 1966 as amended (NHPA). Compliance with NHPA includes significant investigation into potential problems through contacts with Federal, state and local officials, including mandatory consultation necessary to receive project clearance.
Reviews and evaluates GSA new construction, repair and alteration, disposal, design and construction projects, and lease actions impacting historic properties in order to secure approval from the State Historic Preservation Offices and the Advisory Council on Historic Preservation. Project proposals, by law, must be examined to ensure that the property's historic integrity is not unnecessarily altered or diminished in connection with GSA activities.
Provides guidance to project team members to ensure that areas of historic and/or archaeological concern are sufficiently addressed throughout the project to ensure compliance with all laws and regulations. Identifies properties included in, eligible for inclusion in and nominated for inclusion in the National Register of Historic Places as outlined in the Code of Federal Regulations and evaluates the effect of projects on the cultural environment. Provides historic preservation expertise at public meetings or legislative hearings concerning the studies.
During the course of reviewing and evaluating GSA projects, represents GSA at meetings where substantive formal participation by local intergovernmental bodies may have major input in the development and decision-making process relative to GSA projects and associated historic preservation matters. These include local and state officials, Congressional and judicial representatives, private firms, public and private organizations including citizens' groups, and private citizens.

The GS-12 salary range starts at $99,200 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience which demonstrates expert knowledge of the field of historic preservation i.e., historic building research, survey, analysis, construction and architecture and related disciplines such as archeology, materials conservation and preservation theory and law; ability to effectively lead others in managing major historic preservation projects; knowledge of the methods used in conducting public affairs duties for preservation issues; expert technical knowledge of architectural conservation principles and practices; skill in developing, negotiating and researching contracts for preservation studies; and ability to review and interpret architectural drawings.
