The incumbent is assigned as Patient Benefits Coordinator/Enrollment Coordinator and Supervisor for Admission, Eligibility, Decedent Affairs and Inpatient Ward units within the Health Administration System (HAS) section, Business Operations Service Line of the Kansas City VA Medical Center (KCVAMC). Enrollment coordination is mandated by Public Law 104-262 and governed by VHA Directive 2009-045.
Duties
The Supervisory Medical Administration Program Specialist (Patient Benefit Coordinator) is assigned to the Health Administration System (HAS) section, Business Operations Service (BOS) Line of the Kansas City VA Medical Center (KCVAMC). The primary responsibility encompasses three key functions: facilitating all administrative aspects of the enrollment process; health benefits eligibility determination; and related aspects of health benefits administration.
Major duties include, but are not limited to the following:
Responsible for the Enrollment Program to include all administrative processes and health benefits eligibility determinations.
Performs technical activities involved with screening, processing and assisting Veterans, non-Veterans and beneficiaries seeking multiple medical treatment benefits.
Responsible for establishing procedures to ensure all "front-line" employees involved with Veteran patient contact during the intake and enrollment process receive periodic training and regular status briefings on the enrollment process and health benefits administration.
Develops program materials, such as Standard Operating Procedures (SOPs), Station Policies, and relays content to clerical staff assigned throughout the KCVAMC.
Provides oversight on VA eligibility, sharing agreements and contract service utilized through the KCVAMC and consistently demonstrates sound knowledge of appropriate Federal related laws, VA policies, guidelines and other regulations.
Coordinates inpatient/outpatient activities and administers a variety of Veteran/patient entitlement and benefits programs.
Serves as the primary point of contact for the Kansas City VA Medical Center concerning all emergent determinations in connection with the area hospital Emergency rooms and interfacility transfers.
Other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Grade Determination: GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-09, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Develops materials such as standards operating procedures, presentations and policies in support of benefits programs;
Provides program oversight and guidance on medical benefit eligibility and related regulations;
Performs data validation and report analysis on assigned medical center program areas;
Performs full scope of supervisory duties in a medical center setting to include selection, evaluation and development of employees;
Communicates effectively with both internal and external contacts.

Education: Applicants must have education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 years of progressively higher level graduate education leading to such a degree or LL.M., if related (Transcripts Required).

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first two graduate years (Transcripts Required).

Physical Requirements: The work is both sedentary and walking. Verification of means test data and updates may need to be obtained from our inpatient wards, Community Living Center or Domiciliary location. The position requires constant viewing of the computer.
