About the Position: Serves as the Division's personnel action administrator and is the focal point for manpower/personnel actions and related activities. Assures adequate justification is provided on personnel and position action requests. Keeps management officials advised on manpower/personnel procedural requirements. Reviews personnel action requests for cost, structure, alignment and need, and makes recommendations to the requesting supervisor.
Duties

Review all actions concerning recruitment, promotions, awards, disciplinary actions, and separations; prepares fact sheets as needed, along with recommendations for use by supervisors in making decisions on anticipated actions.
Prepare all Request for Personnel Actions (RPA’s) for the Division.
Ensure all submitted appraisals and support documentation are received and input into the automated system within deadlines given.
Ensure that new employees are added to automated payroll and timekeeping systems.
Administer and evaluates internal management plans, direction and practice which require consideration and integration of specialized needs.
Provide recommendations on the most economical methods of achieving administrative goals and objectives.
Evaluate the impact of new or revised policies and procedures on the existing organization, makes recommendations for courses of action, implementation or revisions required.

Specialized Experience:
I have one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes assisting with the development and/or execution of project or programmatic budgets; supporting delivery of projects and/or programs by reviewing, monitoring, and/or evaluating performance with respect to scope, schedule, and budget to include but not limited to accounting for obligations and expenditures; inputting, gathering, and/or retrieving data in order to support analysis and upward reporting.
OR
I have successfully completed a master?s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration, Budget/Financial Management, Human Resource Management. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
