BASIC DUTIES AND RESPONSIBILITIES:Position SummaryThe National Geospatial Intelligence (NGA) Office of Inspector General (OIG) fulfills its mission by performing independent, objective audits, evaluations, inspections, and investigations assiduously to strengthen effectiveness, efficiency, and integrity; and to detect and prevent fraud, waste, and abuse in the Agency's programs and operations.The Assistant Inspector General for Inspections and Evaluations (AIGE) is a senior OIG leader and serves under the general direction of NGA Inspector General (IG). The AIGE is the principal assistant and advisor responsible conducting relevant, timely, and high-quality inspections, evaluations, and agile or other special reviews to assess the management efficiency and effectiveness of Agency programs with the aim of improving mission delivery and performance. The AIGE provides essential accountability and transparency over government programs enabling decision makers to improve operations, reduce costs, comply with laws and regulations, and strengthen internal controls to reduce the potential of fraud and illegal acts. Reviews overseen by the AIGE receive senior level visibility within the Department of Defense (DOD), Office of the Director of National Intelligence (ODNI) and Congress.Position Description: As a member of the IG's decision and policymaking staff, the incumbent is a principal advisor to the IG on the development of timely, relevant, and effective oversight plans and approaches. Priorities may be based on the Agency's strategic priorities, top management challenges identified in past oversight work, congressionally directed actions, or risk assessments from legislators, oversight bodies, or Agency officers. The AIGE also provides technical capability for the planning, design, and execution of traditional and agile oversight reviews to fulfill oversight plans or timely address emerging Agency risks and opportunities. The AIGE develops policies, procedures, and guidelines to ensure independent, objective inspections and evaluations in compliance with Council of Inspectors General for Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation ("Blue Book"), OMB directives, and the guidelines of the Inspector General Act, as amended.The AIGE supervises and provides OIG inspectors and evaluators with executive level direction in planning, coordinating and conducting inspections and evaluations of Agency programs and operations, and develops and implements policies, procedures and guidelines for these activities.The AIGE is responsible for the following primary duties:* Serves as the principal advisor for inspections and evaluations and participates fully in the development and execution of the OIG strategic plan, as it relates to the functions within the AIGE's purview. Establishes inspection and evaluation organizational goals and develops long and short-range plans to attain these goals; contributes to the OIG's annual and multi-year financial planning, programming, and budgeting decisions. * Contributes to the joint development of the annual audit, inspection and evaluation plan, using a data driven approach and focusing on high risk/high impact projects. Maintains awareness of NGA-wide strategies and activities; establishes responsive inspection and evaluation priorities; and designs and proposes projects that are relevant, timely, and formulated to promote effectiveness and efficiencies within the NGA programs and operations.* Provides guidance and direction to inspection and evaluation teams and ensures timely projects completion by holding staff accountable to meet approved milestones. This includes developing project topics and objectives, determining the most effective and efficient approach to be followed in the performance of the projects, identifying innovative quantitative and qualitative analysis techniques, assigning work and monitoring progress. Provide the IG project status updates.* Ensures that inspection and evaluation reports have a clear and concise message, and that recommendations articulate actions that must be implemented to resolve findings. Identifies significant recommendations and provides oversight and direction to follow up activities to ensure that NGA actions to implement recommendations have met OIG's intent.* Strives to continually improve the efficiency and effectiveness of the functions under the AIGE's purview through the use of new business or technological measures, processes, techniques or strategies.* Works collaboratively with other OIG functions, including Counsel, Audit, Investigations, Management and Resources, leadership to ensure efficient and effective operations across the OIG enterprise. * Represents the IG or OIG when coordinating inspection and evaluation matters with other agencies; e.g. law enforcement agencies, US Attorney Offices, Department of Justice, DOD, IC entities and CIGIE.

QUALIFICATIONS:Eligibility for this executive level position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the assignments of the position. The successful applicant will be distinguished from other applicants by a review of the Intelligence Community (IC) Senior Officer Core Qualification (SOCQs) Standards, the Technical Qualifications, and Education Requirements. Failure to meet a Qualification requirement will disqualify an applicant. Visit OPM's website for more information regarding drafting SOCQs using the ECQ's Challenge-Context-Action-Result model; NGA recommends this model for the SOCQs too. IC SENIOR OFFICER CORE QUALIFICATIONSIntelligence Community (IC) Senior Officer Core Qualification (SOCQ) Standard - Leading the Intelligence Enterprise: Required for all positions effective 1 October 2010. This SOCQ Standard involves the ability to integrate resources, information, interests, and activities effectively in support of the IC's mission and to lead and leverage cross organizational collaborative networks to achieve significant mission results. Inherent to this Standard is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values. For those without IC experience, draft narrative related to your past experience demonstrating these competencies at a comparable interagency or multi-organizational environment. (Include as separate attachment one page maximum per competency) (1) Collaboration and Integration:IC Senior officers have a responsibility to share information and knowledge to achieve results, and in that regard are expected to build effective networks and alliances; actively engage these peers and stakeholders; involve them in key decision; and effectively leverage these networks and alliances to achieve significant results. Senior officers are expected to create an environment that promotes employee engagement, collaboration, integration, information and knowledge sharing, and the candid, open exchange of diverse points of view. Candidates assessed against this competency must:* Build, leverage, and lead collaborative networks with key peers and stakeholders across the IC and/or in other government/private-sector organizations, or professional/technical disciplines to achieve significant joint/multi-agency mission outcomes * Integrate joint/multi-agency activities effectively exercising collaborative plans that realize mutual IC, joint, or multi-organizational goals.(2) Enterprise Focus:IC Senior officers are expected to demonstrate a deep understanding of how the missions, structures, leaders, and cultures of the various IC components interact and connect; synthesize resources, information and other inputs to effectively integrate and align component, IC, and USG interests and activities to achieve IC-wide, national, and international priorities. Senior officers are expected to encourage and support Joint Duty assignments and developmental experiences that develop and reinforce enterprise focus among their subordinates. Candidates assessed against this competency must:* Understand the roles, missions, capabilities, and organizational and political realities of the intelligence enterprise; apply that understanding to drive joint, interagency, or multi-organizational mission accomplishment. * Understand how organizations, resources, information, and processes within the IC or interagency/multi-organizational environment interact with and influence one another; apply that understanding to solve complex interagency or multi-organizational problems. (3) Values-Centered Leadership:IC Senior officers are expected to personally embody, advance and reinforce IC core values. Senior officers are also expected to demonstrate and promote departmental and/or component core values. TECHNICAL QUALIFICATIONSIn addition to the IC SOCQs that are mandatory for all DISL level positions, the employee occupying this position must possess technical qualifications. Applicants will be rated on the TQ's identified below which are essential for successful performance in the position. These statements should be a narrative explanation of your relevant background and experience. They must show that your experience, education, and accomplishments reflect the competence and professional standing required to provide expertise required by this position. Technical Qualification Statements that do not clearly address the qualification criteria will not be adequate for evaluation. (Include as separate attachment, one page maximum per TQ)1. Substantive knowledge of the theory, concepts, and techniques of inspections and evaluations, and experience managing and leading teams in the conduct of oversight reviews using CIGIE Quality Standards and/or applicable laws and regulations.2. Demonstrated verbal and written communication skills and the ability to lead the production of high-quality professional projects and reports and other written work products, such as Semiannual Report to Congress, inspection and evaluation reports, and policy guidance and memoranda.3. An ability to lead people towards organizational vision, mission, and goals. This qualification includes conflict management, leveraging diversity, developing others, and team building. 4. Experience developing and implementing highly innovative approaches that balance the needs, priorities, and concerns of the team and/or the organization in a positive and constructive manner.Specialized Experience: This executive level position requires an educational background to include a bachelor's degree, demonstrated leadership experience and ability in an IG-related field such as resource management, accounting, auditing, inspections and evaluations, financial analysis, law, management analysis, public administration, or investigations; and 5 years of professional IG or related experience. Must be able to make significant contributions to the advancement of the IG inspections and evaluations field as evidenced by previous, documented efforts.
