This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight (CCIIO). As a Contracting Officer, GS-1101-13, performs a variety of solicitation, award and closeout assignments related to contract management and oversight, utilizing qualitative and quantitative methods for the analysis and evaluation of contract operations and administration.

Duties

Serving as a Contracting Officer Representative (COR) Level III on multimillion-dollar contracts, and/or task orders. Analyzing and evaluating the effectiveness of various contracts of different scopes to develop long-range strategic and short-range tactical procurement plans. Developing, selecting, adapting, and employing qualitative and quantitative methods, procedures, and systems for assessing the efficiency and effectiveness of contracts, contract policies, and contract practices and procedures. Preparing contract documents that incorporate required Federal Acquisition Regulations (FAR), HHS, and CMS policies and provisions; requirements for technical proposals; cost data requirements; and all other required data. Interpreting contract provisions for officials of the activity and provides appropriate advice and guidance.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT. Selective Placement Factor: You must possess a current and valid Level III Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR). AND In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Preparing contract-related documents such as statements of work (SOW), statements of objectives (SOOs), Performance Work Statements (PWSs), etc. that detail the scope, required tasks, or schedule of deliverables, etc. to meet the customer's requirements; (2) Managing contracts and monitoring contractor performance; and (3) Serving as a Contracting Officer Representative or Project Officer in managing the contract contractor performance, and compliance with contract terms and conditions (e.g., tracking obligations, monitoring invoices, and monitoring hours billed on the contract, and troubleshooting invoice holds, etc.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
