This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
This position is for the St. Paul District.
Duties
As a recognized expert in the specific program areas of Geographic Information Systems (GIS) independently plans, coordinates, and carries out analytical and interpretive assignments
Incumbent collaborates with supervisor in planning future projects and makes recommendations as to the feasibility of proposed projects and the necessity for new phases of existing projects.
As a technical professional, utilizes knowledge of geodesy, photogrammetry, mapping, database administration, Geographic Information Systems (GIS), and computers to plan, coordinate, and accomplish mapping and GIS tasks.
Plans, coordinates, manages, and develops digital data and mapping (raster and vector) products in the areas of remote sensing and photogrammetry, utilizing state-of-the-art methods, practices, techniques, and equipment.
Works independently with managers, engineers, scientists, and other professionals to identify and develop GIS applications and to promote and support the use of the technology.
Develops georeferenced digital databases and ensures database information is correctly linked to appropriate mapping elements so that analyses of the information can be performed, displayed, and output to create final products.
Serves as a technical POC for the development and implementation of District GIS and/or Geospatial Data implementation plans.
Provides support in the acquisition, development, organization, and maintenance of digital, spatial, and relational data and support services required in the accomplishment of District projects and programs.
Attends professional meetings, seminars, and training courses to maintain state-of-the-art knowledge of technical advances and applications in the areas of surveying, mapping, and GIS.
Responsible to maintain liaison with Corps of Engineers Districts, Federal, state, and local government, learning institutions, private sector, professional organizations, and other individuals concerned with GIS and mapping.

GS-09
Specialized Experience: One year of specialized experience which includes meeting two of the following: 1) Implement advanced analytical techniques to solve complex Geographic Information System (GIS) issues; 2) develop and/or modify GIS software applications and interfaces; 3) provide technical services, training, and/or develop applications/databases for personnel; 4) analyze GIS requirements and/or develops applicable procedures, specifications, guides, and standards; and 5) provide technical control, quality assurance, and/or oversight of GIS products. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience: One year of specialized experience which includes meeting three of the following: 1) Implement advanced analytical techniques to solve complex Geographic Information System (GIS) issues; 2) develop and/or modify GIS software applications and interfaces; 3) provide technical services, training, and/or develop applications/databases for personnel; 4) analyze GIS requirements and/or develops applicable procedures, specifications, guides, and standards; and 5) provide technical control, quality assurance, and/or oversight of GIS products. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
