This position serves as a National Environmental Policy Act (NEPA) Planning and Environmental Specialist in a BLM field office.

Duties

As the Planning and Environmental Specialist in this position, you will: Planning and Environmental Specialist Major Duties: GS-0301-11 The position is located in a BLM field office in one of the duty locations listed above. The purpose of this position is to provide leadership and technical expertise in National Environmental Policy Act (NEPA) analysis in the implementation of projects under the relevant Resource Management Plan. This position provides management to interdisciplinary teams (IDTs) for projects on data input and interpretation, guidance, quality control, guidance for administrative record management, and implementation for the development of Field Office project analysis through Environmental Assessments (EAs) or Environmental Impact Statements (EISs). Where analysis under the NEPA is not required, documentation using a Categorical Exclusion (CE) or Determination of NEPA Adequacy (DNA) will be completed with the assistance of the incumbent. Major functional areas requiring analysis under the NEPA may include lands, minerals, wilderness, range, fire management, wildlife, watershed, recreation, and forestry. The specialist assures that the proper format, guidelines, and procedures are used in the preparation of all NEPA documents. The specialist works with project leaders and IDT that are organized as needed to work on specific NEPA document components. Works with team leaders, the IDT, senior specialists, and Field Office managers and supervisors to prepare and monitor time schedules for Field Office planning efforts. The specialist reviews NEPA documents to see that they read smoothly and correctly and that the various portions are coordinated within the IDT, and, as necessary, with other reviewing personnel including senior resource specialists or reviewers in other offices (e.g. cooperating agency offices or the District staff specialists). The specialist serves as procedure and policy coordinator on all NEPA documentation matters. Assists EA team leaders in determining level of detail, scope of analysis, and also checks quality of the documents being produced. Insures that the analysis is clear and consistent and makes corrections as needed. This position works with public affairs specialists, project leads, managers, and other specialists to ensure adequate public participation in the planning process, which may include organizing and facilitating public meetings.

Qualifications

In order to qualify you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your official or unofficial transcripts must be provided with your application. Minimum Qualification Requirement, GS-07: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Working with senior specialists or team leaders, ensuring the proper formatting, guidelines, and procedures are used in the preparation of documents and ensuring documents read smoothly and correctly; (2) assisting team leads with developing, filing, or presenting clear and accurate documents, information, or training intended for mulit-person audiences ; (3) using Microsoft Word, including the track changes function, to write, review, edit, proofread, and comment on documents. OR Education: Have one (1) full year (18 semester hours) of graduate level education from an accredited college or university, which provided the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You must submit copies of your college transcripts if claiming to meet the qualification requirements based on education.) OR Meet the qualifications for Superior Academic Achievement and meet one of the following: A grade point average of B (3.0 or higher out of a possible 4.0) for your completed undergraduate courses, or those completed in the last two years of undergraduate study; A grade-point average of B+ (3.5 or higher out of a possible 4.0) for all courses in the major field of study, or those courses in your major completed in the last two years of undergraduate study; Rank in the upper one-third of your class in the college, university, or major subdivision; or Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society. To be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position being filled. NOTE: Applicants must submit a copy of transcripts. OR Combination: Successfully completed a combination of education and experience as described above that, when converted to percentages, equal at least 100% of the total requirement. Note: You must submit a copy of your transcripts. Minimum Qualification Requirement, GS-09: Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Under the guidance of senior specialists, preparing and monitoring project or planning time schedules; (2) Assisting in determining level of detail, scope of analysis, and reviewing the quality of legal, technical, planning, or environmental analysis documents being produced; and (3) presenting clear and accurate information, documents, or training before audiences of at least 10 people. OR Education: Have successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position. OR Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify). Minimum Qualification Requirement, GS-11: Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following:(1) Applying natural resources, environmental, or scientific knowledge in order to compose, review, edit, or analyze, portions of environmental analysis, land use planning, or litigation/appeal response documents and ensure compliance with applicable laws and policies; (2) Serving on an interdisciplinary team (IDT) to work on specific planning, environmental analysis, or other National Environmental Policy Act (NEPA) related documents; (3) working with team leaders and members to prepare and monitor time schedules and coordinator efforts for office or project planning efforts; (4) developing meeting agendas and facilitating meetings of teams with at least seven people, taking meeting notes fit for distribution to the larger organization and inclusion in project records, and briefing managers and decision-makers on meeting results. OR Education: Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree or LL.M., in a field that demonstrates the knowledge, skills, and abilities in related disciplines to conduct the work of this position. OR Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify). Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-0 level One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level and One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
