This position is located in the Bureau of Land Management (BLM), with duty locations in various Field Offices under the Oregon District. The primary purpose of this position is to provide for the management of public lands and coordination with adjacent Federal, state and local agency managers, and private landowners.
Duties
Salary Range for all locations: $82,830 - $107,680
This position is located within a BLM Field Office and supervises a variety of professional, administrative, and/or technical positions which support maintaining the health, diversity, and sustainability of ecosystems and facilitates customer service.
Major duties include, but are not limited to:
Interviewing candidates for positions; recommending appointments, promotions, or assignments for positions; hearing or resolving complaints from employees; referring group grievances and more serious unresolved complaints to higher level officials; and effecting disciplinary measures.
Ensuring personnel management actions are in accordance with merit principles and Equal Employment Opportunity program guidance.
Planning work to be accomplished by subordinates; making assignments based on capacity and expertise; evaluating work performance of subordinates; developing performance standards; giving advice or instructions to subordinates on work and administrative matters; and identifying developmental and training needs of employees, and/or providing or arranging for needed development or training.
Providing input to the preparation, implementation, and conformance of land use and interdisciplinary planning, to include ensuring all activities are in compliance with approved land use plans and specific actions meet stipulation and mitigating measures identified in environmental documents.
Ensuring compliance with Bureau policies, regulations, applicable federal, state, and local laws relating to resource programs; participating as a key member of the field management team, to include serving as Acting Field Manager under formal delegation of authority, in the absence of the Field Manager.

Qualifications
In order to qualify, you must meet the experience definition described below. Your resume must clearly describe your relevant experience.
Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Executing administrative supervisory duties such as work assignment distribution, performance management, ethics management, recruitment, and/or financial management; (2) Developing or maintaining programs for conservation, protection, and management of natural and cultural resources; (3) Conducting collaborative actions to identify/resolve conflicts and to provide needed training; and (4) Coordinating and/or interacting with Federal, State and local government officials, local interest groups, and the public to raise awareness of resource management activities.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
