You will serve as an ADMINISTRATIVE OFFICER for the NAVAVFCST DET SAN DIEGO CA.
Duties
You will serve as the Business Manager and Command and Security Manager for Fleet Weather Center, San Diego which is comprised of three subordinate commands, six subordinate detachments, and one subordinate component.
You will act as technical advisor on all administrative matters.
You will be responsible for ensuring coordination, adequacy, and timeliness of any Congressional actions, studies and various reports; establishing various Administrative and Supply internal policies.
You will perform and conduct studies, analyses, and projects for the Commanding Officer and Executive Officer.
You will identify, analyze, and recommend actions for all coordination within the Administrative Department, Supply Department, Facilities Management, and Personnel Programs.
You will plan, develop, and implement administrative policies and budgetary procedures, internal controls, and security procedures for Fleet Weather Center, San Diego.
You will develop plans for organizational changes which have considerable impact on the basic structure, operating cost or personnel positions.
You will review and analyze regulations issued by higher headquarters and other DOD activities; directs implementation of revised policies and procedures, ensuring compliance with directives.
You will provide advice and assistance to management concerning mission and functions; reorganizations; development, planning and control of administrative management reports.
You will resolve problems and conflicts ensuring coordination, consolidations, and synthesis of all administrative and supply operations.
You will exercise the full range of supervisory personnel management responsibilities and authority in directing two departments and staffs- including performance evaluations and providing advice, counsel, and guidance.
You will provide recognition to deserving employees.
You will assure that subordinates job descriptions are current accurate, and designed to ensure optimum efficiency, effectiveness and economy of operations.
You will promote employee participation in all command programs. Promotes affirmation actions and upward mobility.
You will oversee an effective internal control program.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience demonstrating skill in using job-relevant information systems and/or software applications, such as word processing, spreadsheets, automated research tools, database applications, and the Internet.
Experience developing networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.
Experience conveying written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. Expresses thoughts persuasively and uses effective modes to reinforce message retention.
Experience clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences.
Experience making clear and convincing oral presentations. Listens effectively; clarifies information as needed.
Experience developing, evaluating, maintaining, or operating systems, policies, devices, procedures, and methods used for safeguarding information, property, personnel, operations, and materials; or developing and implementing policies and procedures for analyzing and evaluating the character, background, and history of employees, candidates for employment, and other persons having or proposed to be granted access to classified or other sensitive information, materials, or work sites.
Experience and knowledge of the organizational structure of U.S. Fleet Forces Command, Naval Information Warfare command, Naval Meteorology and Oceanographic Command, a major subordinate command , two subordinate detachments, and one subordinate component to include programs, mission and functions, and budgetary regulations, guidelines and processes).
Experience and knowledge of qualitative and quantitative techniques for analyzing and measuring the productivity of the Administrative and Supply functions within the purview of the Administrative and Supply Departments.
