This position is located in the Small Business Administration, GCBD-AreaOffice-HQ in Washington, DC. The incumbent will process applications for contracting preference program certification and/or conduct periodic compliance reviews to determine continuing eligibility under one or more of these programs, including protests and appeals.
Duties
Reviews and analyzes all required documentation for applications, recertifications and program exams for the business development program to determine program eligibility.
Provides substantive analysis of the documentation to determine whether applicants are qualified.
Reviews available information and makes recommendations based upon supporting documentation, regarding protest and appeal actions.
Prepares and drafts letters of notification regarding SBA's decisions, describing the basis for proposed actions and any available remedies.
Ensures letters are in compliance with statutory, regulatory and policy requirements.
Research, compiles data and prepares reports. Provides procedural guidance in interpreting policy related to assigned small business, HUBZone, WOSB, EDWOSB, VOSB, ASMPP, SDVOSB, SDB, and 8(a) programs.
Participates in outreach efforts to assure deep and diverse portfolios responsive to the needs of the acquisition and economic development communities.
Collaborates with other SBA components (e.g., Office of Field Operations, District Offices) to ensure staff understanding of program eligibility requirements, and communication of proper guidance to SBA clients and resource partners.

Qualifications
GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector: which demonstrates all the following promoting an organization's programs and services through outreach and marketing; developing and delivering outreach, training, and presentations; demonstrating sound judgment in interpreting and applying statutory, regulatory, and policy requirements, applying relevant program eligibility criteria to specific fact patterns to determine compliance, and providing clearly written and concise analyses of eligibility recommendations. This must be clearly reflected on your resume.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education may not be substituted for experience for this position.
