Incumbent will provide consultation, assistance, and advice pertaining to the interpretation and application of a wide variety of Human Resources Labor and Employee Relations regulations, policies, procedures, and guidelines. Incumbent will report to the Oklahoma City Area Human Resources Director. One position will service the Claremore Service Unit and the other position will service the Lawton Service Unit. Positions may be Telework eligible.

Duties

Coordinates with management to prepare documents related to corrective actions. Coordinates with management to provide elements related to performance management. Effectively assists management to adhere to Collective Bargaining Agreements Participates in the development and presentation of material for formal training sessions

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-7: Your resume must demonstrate at least one year of specialized experience equivalent to the GS-5 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: gather and analyze basic issues of fact and/or law, present findings and recommendations on how to correct workforce issues to management; compose and type formal documents in final format; research and interpret complex written material (such as laws, policy, and/or regulations); and complete a variety of time sensitive projects. OR One full year of graduate level education, or bachelor's degree with superior academic achievement (S.A.A.)For information on S.A.A. go to: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-policies/#url=e4f GS-09: Your resume must demonstrate at least one year of specialized experience equivalent to the GS-7 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: working with management/supervisors responding to complaints, grievances, and/or appeals; preparing and/or reviewing documentation associated with disciplinary or performance cases; and applying HR policies, procedures, and guidelines to work relating to Employee relations, Labor relations or EEO. OR Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D. GS-11: Your resume must demonstrate at least one year of specialized experience equivalent to the GS-9 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: providing technical guidance and assistance to leadership, management/supervisors on labor and/or employee relations issues, administrative investigations, employee grievances, and on conduct, discipline, adverse actions, and performance management. OR Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. GS-12: Your resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service obtained in either the private or public sector. In addition to the experience listed above at the GS-11 level, this experience includes independently works with minimal supervision, and have served as an Agency or Company Representative in third-party litigation proceedings on cases before the Equal Employment Opportunity Commission (EEOC), the Merit Systems Protection Board (MSPB), and/or the Federal Labor Relations Authority (FLRA). Equivalent combinations of education and experience are qualifying for GS-7/9/11 grade levels. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
