About the Position: Incumbent serves as a Project Manager responsible for managing assigned projects from planning to completion. As Project Manager, integrates all the processes and functions involved in the project, including planning, engineering, design, construction, and other technical functions.
Duties
Serves as a project manager responsible for coordinating the development of project schedules, budgets, manpower needs, and milestones for assigned projects.
Initiates work requests and directives to assure that the project studies, reports and other required information is being prepared on a timely basis to comply with the project needs, and that the project is technically sound.
Makes field investigations as necessary to assure implementation of project needs.
Responsible for preparation of project schedules, including network analysis schedules for assigned projects.
Directs the preparation of all necessary budgetary data pertaining to assigned projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One-year probationary period may be required.
- May be required to possess and maintain a valid State motor vehicle operator's license based on site-specific, job-related requirements.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.

Specialized Experience for the GS-11: One year of specialized experience which includes 1) Participating in the planning, development, design, construction, and management of Civil Works projects AND 2) Reviewing funding to accomplish project objectives AND 3) Serving on a team to define, establish and track project objectives and/or to formulate and evaluate appropriate solutions to project issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as various processes and methods that involve dealing with problems and projects in various stages of planning, design or construction.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized experience for the GS-12: One year of specialized experience which includes 1) Coordinating the planning, development, design, construction, and management of major Civil Works projects AND; 2) Reviewing and approving funding to accomplish project objectives AND; 3) Leading the activities of interdisciplinary project delivery teams to define, establish and track project objectives and to formulate and evaluate appropriate solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-12 you must have 52 weeks at the GS-11 level. For the GS-11 you must have 52 weeks at the GS-09 level.
With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
