The Management and Program Analyst is located within the Department of Veterans Affairs (VA) Veterans Benefits Administration (VBA) Office of Mission Support (OMS). The Management and Program Analyst is responsible for coordinating assigned administrative and program activities and providing administrative and technical support to the Executive Management Officer, the Associate Deputy Director and OMS staff in matters of management practices and procedures related to personnel administration.

Duties

Specific duties include: Assists in the development and implementation of administrative operating procedures that promote the orderly and efficient operation of the Executive Management Officer and the Associate Deputy Director's daily operations. Responsible for the daily calendar management, timekeeping, travel authorization and voucher preparation/scheduling, software management, IT equipment and technical support, supply requests, and records management. Serves as a program and administrative support coordinator for OMS on confidential and sensitive in nature issues and other matters related to OMS's continuity and internal direction for the organization. Prepares administrative communiques for use of OMS personnel to effectuate uniformity among all directorates and the Executive Management Operations and controls the quality and uniformity of the information released to VA/VBA Central Office, Department, various VA offices, and other government department/agency representatives. Administers, coordinates, and manages the internal operational details for the senior level management on activities across the scope of operations associated with OMS. Assists in ensuring quality in data analytics, statistical reporting, workflows, and process creation/reviews for OMS under the overall direction and guidance of the Executive Management Officer of the Executive Management Operations (EMO) and the Associate Deputy Director of OMS. Audits, and when required, ensures all assignment requests submitted are complete and ready for executive-level reviews and concurrences. Assists in OMS HR program and conducts quality control, data analytics, workflows and process creation/reviews for OMS HR under the general direction of the Executive Management Officer and the EMO Senior HR GS-14. Audits closure of assignment through appropriate procedures and workflow management systems, and that final copy of signed documentation(s) are provided to affected personnel for recordkeeping. Assists in ensuring statistical reporting provided for leadership awareness using dashboards, reports, spreadsheets and other data reporting tools and resources is accurate and timely for senior level reporting and briefs. Serves as the intercessor between OMS senior leaders, supervisors, and Subject Matter Experts in providing sound recommendations, advice, and counsel for short-and long-range planning and information IAW applicable guidance, instructions, directives, laws, etc. Manages and coordinates special projects and/or initiatives within OMS and VA and VBA Central Office. Initiates, plans, and conducts management studies in such areas as, but not limited to, operational and organizational performance. Ensures appropriate resources are allocated to allow successful, timely completion of the project without disrupting normal workload activities. Plans, executes, and manages complex, high visibility, high priority and multi-faceted projects. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-13. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:03/22/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-12 position you must have served 52 weeks at the GS-11 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization to include all: Experience collecting and analyzing organizational data and information; develops statistical and narrative data to justify any changes and recommendations; prepares and presents briefings. Experience with dashboards, workflows, processes, and data development and monitoring. Experience formulating new concepts, principles, and methods, and advise top agency management officials on the development and implementation of policy and procedures. Experience performing technical and administrative work. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work may require walking, lifting, and standing. You may be required travel to attend meetings, conferences, and away from the work site.
