The primary purpose of this position is to lead three or more employees who perform the full range of work as shown below, which are also duties inherent in this position. Coordinates all terminal operation activities for the Air transportation Flight while assigned to the Air Terminal Operations Center (ATOC).
Duties
Serves as a working leader: Responsible to lead three or more employees who perform the full range of gathering, processing, and disseminating all information pertaining to air terminal operations.
Coordinates, manages and directs combined efforts of Aerial Port Flight's work centers: Works in conjunction with Command-and-Control Center (C2), base operations and other base agencies.
Physically meets all arriving aircraft and collects all cargo documents for delivery to ATOC for distribution to respective terminal work enters.
Observes/Inspects actions of AMC contract carriers. Advise the Administrative Contracting Officer/Contract Administrator (ACO/CA) of any failure on the part of the carrier to comply with provision of the contract, and to certify actual missions performed and loads carried by the carrier.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Transportation Clerk and Assistant Series, 2102.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes current and factual knowledge of types and configurations of various commercial and military transport aircraft, cargo characteristics; loading/offloading procedures; cargo compatibility; regulatory requirements covering all types of cargo and mail, en route structure; routings and capabilities of other aerial ports. Knowledge of cargo receipt, storage, special handling, loading/offloading equipment, and related cargo processing aspects. Basic knowledge of transportation priorities, special cargo requirements, manual and mechanized paper processing and reporting requirements. Knowledge of established transportation or traffic management regulatory guidance in order to perform a wide range of transportation duties for ATOC, i.e. preparing scheduled reports, processing of cargo and passengers, developing mission schedules. Knowledge of frequently used regulatory guidance to respond to inquiries from activity personnel, AMC higher echelons, and other customers. Knowledge of the structure and content of transportation documents to investigate and resolve routine or recurring discrepancies, accuracy of documentation, and other actions required by established procedure. Knowledge of basic mathematics principles is required for aircraft weight and balance determinations. Use of both manual and mechanical calculating methods is necessary in the position. Basic knowledge of computer operating systems, telephonic instruments, and two-way radio operation.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Overall knowledge and ability to comprehend Department of Defense and AMC transportation regulations, manuals and instructions
Knowledge of cargo transport aircraft (military and commercial contracted) and related characteristics.
Skill in oral and written communication.
Ability to operate a computerized system.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
