OIG is responsible for preventing and detecting fraud, waste, abuse, and violations of law, and for promoting economy, efficiency, and effectiveness of USAID programs. OIG provides oversight of the U. S. African Development Foundation (USADF), the Inter-American Foundation (IAF), and Millennium Challenge Corporation (MCC).
Duties
The incumbent serves as the senior advisor and resident expert on external engagements with International Partners, providing strategic guidance and leadership for USAID OIG's external relationships with such partners and the Departments of Defense and State OIGs with respect to OCOs. In this regard, the incumbent performs the following responsibilities:
Provides strategic guidance to USAID OIG on audit, inspection, evaluation, and investigative efforts.
Develops, conceives, plans, and implements plans affecting broad, emerging, and/or critical USAID and USAID OIG programs. Translates new legislation into program goals, actions, and policies, interpreting the impact of new legislative requirements on agency programs. Functions as an authority in formulating new policies and program objectives that have a broad, long-range and international impact on one or more significant programs of the agency.
Promotes and assesses the integration of USAID OIG oversight efforts across units and promotes corresponding external communications in furtherance of USAID OIG's work.
Develops and coordinates communications strategies with USAID OIG's congressional stakeholders.
Builds effective working coalitions with law enforcement, prosecutorial, and oversight bodies.
Promotes effective coordination and liaison with other OIGs, GAO, other U.S. Government entities, UN agencies, International Nongovernmental Organizations (INGOs) and other international donors, strengthening the accountability environment around assistance efforts.
Identifies key global external engagements for USAID OIG participation to amplify OIG's oversight efforts or existing work and ensures the cognizant USAID OIG personnel are prepared for and participate in the engagements.
Establishes and maintains open communications with the leadership of the various International Organizations and other implementing partners facilitating the programming USAID OIG oversees, including multilateral organizations and their respective oversight bodies.
Reviews complex audit and investigative reports and related correspondence that have potential Congressional and public interest.
Assesses need for and develops approach to engage senior level officials, congressional staff, and representatives of think tanks and other concerned organizations.
Recommends and implements changes to the structure of USAID OIG's external communications and OCO oversight programs.
Represents USAID OIG oversight plans and work to key stakeholders including USAID, Administration, and congressional staff.
Requirements
- United States Citizenship is required.
- The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
- Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
- Successful completion of pre-employment and random drug testing may be required.
- This position requires the incumbent to successfully obtain and maintain a top secret/SCI clearance.
- May be required to serve a one-year probationary period.

Candidates must have the required experience at a senior level (normally equivalent to the GS-15 level in the federal government or equivalent) in the below job-specific Technical Qualifications.
TECHNICAL QUALIFICATIONS - MANDATORY
You will be evaluated on the following Technical Qualifications: To meet the minimum qualification requirements for this position, you must show that you possess the Mandatory Technical Qualifications (TQs), and other qualifications, if applicable, listed below.
TQ 1: Demonstrated knowledge and work experience providing strategic guidance to a USAID OIG "like organization" on audit, inspection, evaluation, and investigative efforts and, in collaboration with its senior leadership promoting, monitoring, and assessing the integration of oversight efforts across its units while advancing corresponding external communications in furtherance of the work.
TQ 2: Demonstrated knowledge and work experience coordinating with Legislative and Public Affairs Offices on external messaging, product issuance, and public affairs initiatives, promoting the development of clear, concise, and compelling material integrated into audit, inspection, evaluation, or investigative work products, congressional or agency reporting, and interagency reporting.
TQ 3: Expert knowledge on foreign and humanitarian assistance, stabilization and transition initiatives, and long-term development in complex emergency areas. Demonstrated ability to provide authoritative technical advice and guidance to senior staff and program managers of a major organization on operational and administrative matters related to complex emergencies and all external affairs.
