This position is part of the DSCA. The incumbent will be responsible for formulating recommendations and proposing plans, processes, and programs to effectively implement approved technology policy through the Security Cooperation process and will be responsible for establishing a standardized and logical approach to systems sales and technology transfers, including seeking to obtain complementary and compatible approaches among the Military Departments on specific technology-sensitive issues.

Duties

As a WEAPONS SYSTEMS POLICY ANALYST at the GS-0301-13/14 some of your typical work assignments may include: Responsible for analyzing Security Cooperation requests in the context of technology security and foreign disclosure. Establishes continuing relationships with technology developers or other subject matter experts inside of the United States Government and with industry for the purpose of maintaining up-to-date knowledge of state-of-the-art defense technologies and associated U.S. government or industrial base processes. Formulates recommendations and proposes plans, processes, and programs to effectively implement approved technology policy through the Security Cooperation process and is responsible for establishing a standardized and logical approach to systems sales and technology transfers, including seeking to obtain complementary and compatible approaches among the Military Departments on specific technology-sensitive issues.

Qualifications

You may qualify at the GS-14 grade level, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Developing, coordinating and representing policies in the area of weapon systems; Interpreting and applying national security and arms transfer policy guidelines in the context of technology transfer concerns and overall policy objectives; Recommending and proposing plans, processes and programs to implement approved technology policy; Developing unified policy positions using input from multiple sources You may qualify at the GS-13 grade level, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Formulate or assist with policy, regarding Weapons Systems sales and technology transfers; Interpreting and applying national security and arms transfer policy guidelines in the context of technology transfer concerns and overall policy objectives; Planning, scheduling, organizing tasks, and conducting all phases of projects relating to weapons policy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is a Key Security Cooperation (SC) position due to the essential nature of the position's duties and responsibilities which require the incumbent to issue guidance, make decisions, and/or direct SC activities that directly affect the execution of SC programs and activities.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
