The incumbent of this position will work a flextime work schedule.
This is a supervisory, non-bargaining unit position.

Duties
This position is located in the Human Capital Directorate (HCD) at the Library of Congress (Library). The incumbent functions as the Library's human resources expert on the Library's human resources information technology systems, operations, and processing. The incumbent serves as the Supervisor for the Human Capital Systems and Data Analytics Section under the Talent Services and Systems Division (TSSD) in the HCD and is responsible for the systems management, project management, human resources systems management, HR data management and reporting. The incumbent also serves as the Acting Chief TSSD, in the absence of the Chief of TSSD. The work includes system, program and project leadership and technical and operational expertise, regarding programs and related projects within the Library of Congress' (LOC) HCD office. This position plans and directs a wide range of activities that are in support of the mission and established goals and objectives of HCD and support the Library’s mission. Duties include evaluating HCD program efficiency and effectiveness and providing expert consultation to the Chief Human Capital Officer (CHCO) as well as managing HCD information systems.
Qualifications
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
Knowledge of data management for Federal Human Resources Information Systems (HRIS) and reporting and the ability to apply them to agency wide human resources programs and operations. **
Ability to supervise, develop, and lead a diverse workforce. **
Ability to analyze problems and make recommendations. **
Ability to lead, plan, coordinate and manage projects. **
Knowledge of federal human resources policies, procedures, and guidelines.
Ability to exercise judgment and discretion.
Ability to communicate in writing.
Ability to communicate effectively other than in writing.
